The Office of Strategic Planning and Evaluation (OSPE), Office of the Director, National Institutes of Health (NIH) is seeking a contractor to provide methodology assistance and program evaluation document preparation services. In order to perform evaluation studies at the NIH, the NIH Institutes, Centers and Divisions (ICDs) and the Office of the Director, NIH (OD) are required to prepare a Project Description and Justification (PDJ) document. The contractor shall be required to provide the following services: development of a comprehensive guide for use by NIH in preparation of PDJs, provide assistance and guidance to NIH personnel during PDJ preparation. The later includes clarifying the purpose which a proposed evaluation will satisfy, describing methodology required to accomplish the proposed evaluation, the sampling frame and the sample sizes, assist NIH personnel in preparing cost estimates for the conduction of the evaluation. This contractor will not be required to perform any evaluation. THIS CONTRACTOR WILL BE RESTRICTED FROM COMPETING FOR ANY OF THE EVALUATIONS DEVELOPED UNDER THIS CONTRACT.
