Cabral, Contracting Officer at (401) 841-2442 X279 FAX: (401) 841-4820 This requirement provides engineering/technical support for continued development, test/evaluation, implementation and maintenance of hardware and software for the LightweightTorpedo Program, currently at a minimum, the MK 46, Mk 50 (All current Mods) and its related support systems to provide personnel and facilities to perform Systems Engineering, Software Engineering, Test Engineering, Laboratory Support and Prototype design, development and fabrication; and to design, implement, and test hardware and software modifications to weapons system and support equipment. The total estimated Level of Effort for this requirement is 335,500 manhours: Categories of labor are: KEY: Program Manager, Senior Scientist, Senior Engineer, Engineer II, Senior Software Engineer, NON-KEY: Engineer I, Software Engineer, Mechanical Engineer, Draftsman, Technical Editor, Administrative Assistant, Technician and Technical Typist. Anticipate issuing a five (5) year, Indefinite Delivery/Indefinite Quantity type contract with Cost-Plus-Fixed-Fee provisions with Term and Completion type task orders. Award will be made on the basis of greatest value. Evaluation factors listed in descending order of importance are: (1)TECHNICAL CAPABILITY consisting of: (a) Technical Approach (b) Personnel (c) Past Performance (d) Facilities (e) Management Approach and (2) COST. Organizational Conflict of Interest provision per FAR 9.505-4 apply to this requirement. These services are currently performed by Alliant Techsystems, Inc. under contract N66604-94-D-A362 also an IDIQ/CPFF type contract.
