447-1058. The contractor shall provide all the administrative and
technical personnel, equipment and materials, and research, for on site
delivery, and support services necessary to successfully perform all
the project tasks and activities. The contractor must possess the
required knowledge, skills, sensitivity and technical expertise to
conduct complex arson/fire investigation unit operations and technical
services program assessments and to offer constructive, realistic and
cost effective recommendations designed to promote unit efficiency,
improved case management, and increased arrest and conviction rates
which are specifically targeted to the selected units. The contractor
must be thoroughly familiar with and capable of providing and
documenting a wide variety of assessment and technical services to
arson/fire investigation units of various size, structure, complexity
and jurisdictional configurations. Such services normally include
interactions with host jurisdictions to examine the unit's personnel
management and investigative case management policies and practices;
unit staffing configurations; tours of duty and recruitment
considerations; investigation related data collection, analysis and
reporting; investigative coordination between law enforcement,
prosecutors, fire service and other appropriate officials; quality
enhancement of field and background investigations and reports;
promoting anti-arson partnerships within the public sector and through
community groups and interested organizations; addressing
socio-economic, cultural, ethnic and infrastructure issues and
considerations which are predictive of or influence the frequency and
severity of fire loss; improving formal and operational communications;
designing training programs for staff, allied professionals and public
education initiatives in support of arson mitigation and prevention;
designing and promoting arson prevention strategies and tactics;
investigative caseload management techniques that promote effective and
efficient staff utilization; use of automated systems, equipment and
other specialty tools such as computerized smoke and fire models and
similar applications; and evidence collection and report writing
techniques. The interactions between the contractor and the host unit
detailed above normally occur on site at the host unit's facilities and
in the community, and they become the subject of a formal coordinated,
department specific report of findings and recommendations which
provide an overview of the operation, highlighting both successful and
problem areas, and providing detailed recommendations and resource
referrals as appropriate. The contractor must provide the services
during periods which are convenient to the host jurisdiction, typically
involving shift work, irregular tours, nights and weekends. The work
will be performed at sites (State Fire Marshal's and metropolitan fire
departments) to be selected competitively after the award of the
contract. Award will be made for a base period of (12) months from date
of award, plus two one year option periods. It is anticipated that the
solicitation will be released on or about July 18, 1996 and proposals
due on or about August 18, 1996. Requests for the solicitation must be
