The Air Force intends to award a COMBS contract for the management of the Low Observable materials (skins, tapes, adhesives, caulks, etc.) for the B-2 Bomber fleet of twenty-one (21) aircraft located at Whiteman Air Force Base, Missouri. No maintenance will be required on this contract. The contractor will order, stock, and issue approximately one hundred forty-three (143) different low observable items. Some of these items have a short shelf-life and require special storage facilities (freezers). An issue effectiveness rate of 85% or of 95% will be considered. An option of maintaining the items on Whiteman AFB or off base (anywhere in the continental United States) will also be considered. World-wide support of the aircraft is required. If the facility is located at Whiteman AFB the hazardous material will be disposed of by Whiteman. The estimated date for release of the Draft Request For Proposal is 1 August 1996. The estimated issue date of the Formal Request For Proposal is 1 October 1996. The anticipated award date is 30 April 1997 with full up operation of the COMBS facility by 30 November 1997. A firm-fixed price line item for the management of the material and a cost reimbursement line item for the purchase price of the material are anticipated. The contract will be for five (5) years with a base year and four (4) one year options. Because some of the items have Special Access Requirements (SAR) the soliciation will be restricted. No foreign owned companies will be solicited. Facilities will be required to store SAR materials. A pre-solicitation conference is tentatively schedule for Whiteman AFB in September 1996. The anticipated award date will be 31 Dec 96. Written procedure will be used for this solicitation. No telephone requests. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
