Ford., Jr., Contracting Officer 208-378-5100 Reclamation has a requirement to transform the existing data and the Idaho Department of Water Resources (IDWR) Snake River Plain aquifer model into readily usable tools for demonstrating interactions between surface and ground water. The existing IDWR model is public domain and was originally developed by the University of Idaho. The project will include technical documentation describing potential ground water and surface water interactions for the entire Snake River basin above Brownlee Dam and the development of response functions to use with existing Reclamation models. Variable delivery schedules are required from May 1997 to March 1998. Reclamation intends to solicit and negotiate only with the Idaho Water Resource Research Institute based at the University of Idaho, in care of Gary Johnson, INEL Oversight Program, 900 N. Skyline, Idaho Falls, Idaho 83402, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after date of publication of this synopsis will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responders of this notice shall provide the following information: (A) Describe their proposed aquifer model and how the model would be modified; (B) Describe key personnel's standing as potential expert witnesses for supporting conclusions provided by the model's output; (C) Past experience including water resources (specifically ground water), hydrology, engineering, geology, and ground and surface water modeling for work accomplished for projects within the Snake River Review geographic area (The Snake River Basin from Jackson Lake to Brownlee Dam, including the major tributaries).
