facilities, furniture, equipment and supplies, management, supervision,
and labor to provide meal services for the Armed Services
Applicants/Enlistees of the Military Entrance Processing Station
(MEPS), 2107 Northeast Columbia Boulevard, Portland, Oregon. Contractor
shall furnish meals from its establishment, if the contractor's dining
facility is within a reasonable walking distance (3 blocks) or the
contractor can use Government furnished facilities located on site at
the MEPS. Subcontracting to any other establishment or location shall
be permitted only with prior written consent of the Contracting
officer. Dining areas shall accommodate at least 80 persons at one
sitting. The Government estimates an average of 41 lunches and a
maximum of 120 lunches to be served on any given day. Lunch shall be
served between 10:30 a.m. and 2:00 p.m. When lunch is served at the
contractor's site, the contractor shall serve meals to the
applicants/enlistees within 20 minutes from the time of arrival at the
contractor's facility. When meals are served at MEPS site, the
policies and procedures set fourth by Federal and Oregon State
Department of Human Services, Administrative Health Division, and
Health Sanitation Section. Contract period consists of Base Period (1
October 1996 through 30 September 1997) and four (4) option periods.
All requests for the solicitation must be either in writing or FAX
request (206) 967-2772; telephonic requests are not accepted. This
solicitation will result in a requirements type contract and delivery
orders will be issued. The proposed procurement listed here is being
considered for 100 percent set-aside for small business (SB) concerns.
Interested SB concerns should, as early as possible but not later than
15 days of this notice, indicate interest in the acquisition by
providing to the contracting office above, evidence of capability to
perform. If adequate interest is not received from SB concerns, the
solicitation will be issued as unrestricted without further notice.
Therefore, replies to this notice are requested from all business
concerns as well as from SB concerns. Concern means any business entity
organized for profit with a place of business located in the United
States, including, but not limited to an individual, partnership,
corporation, joint venture, association, or cooperative. The size
standard for any concern including its affiliates with an average
annual sales or receipts for its preceding three fiscal years shall not
