Mallgrave, Contracting Officer, 301-975-6330 The National Institute of Standards and Technology (NIST) intends to enter into a Sole-Source contract with the Physical Sciences Laboratory-University of Wisconsin (PSL) for the construction, delivery, assembly, and commissioning of SURF III, an electron storage ring synchrotron ultraviolet radiation facility. The period of performance is eighteen (18) months after award of the contract with delivery FOB Destination--Gaithersburg, MD. The authority of this sole-source action is 41 U.S.C. 253(c)(1)--Only One Responsible Source. In 1974, the detailed design, construction, assembly, and commissioning of the present SURF II facility was carried out by the PSL. In September 1994, PSL created the design of the components for the conversion of SURF II to SURF III. PSL is the only source that has ever built a storage ring system like SURF II and as the original design/construction Contractor for this unique device, they have the corporate memory, files and design studies pertinent to the existing components and their performance. It is the Government's intent to negotiate with the PSL, Stoughton, WI; the only responsible source that can satisfy the agencies requirements. This notice is to give potential sources the ability to submit a capability statement to be received within forty-five (45) days after the date of publication of this synopsis. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
