Aeronautical Center (MMAC), 6500 S. MacArthur Blvd., Oklahoma City, OK,
intends to establish a Qualified Vendors List (QVL) to be used for
multiple FAA procurements for the manufacturing of modification kits
primarily in the navigational aids, communications, radar, weather, and
environmental areas in support of National Airspace System (NAS)
equipment to improve the safety and system/equipment reliability and
supportability. Once established, the QVL will be reviewed on an annual
basis to determine the need for updating. To be considered for
inclusion on this list, the following minimum qualification
requirements of this initial Screening Information Request (SIR) must
be met. (1) Contractors must be located within a 50 mile radius of MMAC
for the purpose of providing technical guidance, monitoring
manufacturing processes, identifying potential problem areas in a
timely manner, witnessing factory tests, and monitoring packaging
procedures by FAA personnel. (2) Requirements to manufacture
modification kits under this QVL will be 100% Set-Aside for small
business concerns. The FAA Acquisition Management System manual defines
a small business as follows: ''Small business is a business, including
it's affiliates, that is independently owned and operated and not
dominant in producing or performing the supplies or services being
purchased, and one that qualifies as a small business under the Federal
Government's criteria and Standard Industrial Classification (SIC) size
standards.'' To be considered for the QVL, contractors must be
classified as a small business under SIC code 3812. (3) Contractors
must produce evidence of satisfactory past performance history on
government contracts. Past performance information must include
previous contract number(s) and point(s) of contact by name and
telephone number whereby the data can be verified by the FAA. (4)
Contractors must provide evidence of manufacturing capabilities.
Qualified contractors are requested to give written notification
(including the name and telephone number of a point of contact) to the
procuring office listed in this notice, with reference made to
Qualified Vendor List File # 96-26447, within 14 calendar days from the
date of this publication. To receive consideration, contractors should
identify their abilities by specifically addressing each of the four
requirements set forth above. The FAA reserves the right to consider
contractors that meet the above criteria and have performed
satisfactorily on past procurements. The QVL will be limited to the top
four (4) companies that meet or exceed the minimum qualification
requirements of this and any additional SIRs used in the down selection
process. Data that has been falsely submitted will result in permanent
removal from consideration for future QVLs. Incomplete packages will
be disposed of without further action by the contracting officer unless
