Autostainer System with Computer, Code No. 3400. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This is
Solicitation 96-153 and is issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular Number 90-38. The
procurement is UNRESTRICTED. The standard industrial classification
code (SIC) is 3845. The small business size standard is no more than
500 employees. DESCRIPTION OF REQUIREMENTS FOR THE ITEMS TO BE
ACQUIRED: DAKO AUTOSTAINER SYSTEM WITH COMPUTER, CODE NO. 3400, ONE (1)
EA, with Shipping, Handling, Installation and one (1) year Service
included. All items shall be delivered within 30 days after the date of
contract award. Deliveries shall be made, F.O.B. Destination, within
cosignees premises, to: Centers for Disease Control and Prevention,
Building 7, Room SSB50, 1600 Clifton Road, NE, Atlanta, GA 30333. The
FAR PROVISIONS at 52.212-1, Instructions to Offerors--Commercial items,
FAR Part 13.106-1, Evaluation of Quotes, and FAR52.212-4, Contract
Terms and Conditions--Commercial Items, apply to this acquisition. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The following elements should be addressed and they shall
be used to evaluate offers: The specified equipment must have a
capacity of 48 slides, 64 different reagents and have the ability to
perform multiple protocols simultaneously and dispense varying volumes
of antibodies and reagents on the slides as dictated by tissue size
(100-600uL per slide). The System must be capbable of directing
reagents to the area of the slide containing the tissue sections as
well. This is critical in the diagnostic pathology lab due to value of
the reagents, many of which are produced in-house with limited
availability. The immunohistochemical stains to be performed in the lab
are currently incubated at room temperature. This is a critical quality
control issue in order to have consistency in results and the
instrument must meet those requirements by performing incubations at
room temperature. The System must be capable of having the slides
placed horizontally on the stainer, thus insuring complete coverage of
the tissue sections. Systems proposed shall not be those that rely on
vertical, capillary gap methodologies. The probe tip must be made of
Teflon coated stainless steel and not require the use of pipette tips
or reagent dispensers. Waste disposal must be automated and distinguish
between hazardous and nonhazardous waste therefor eliminating the added
cost of disposing of larger volumes of hazardous waste. The unit must
be operated by a robotic arm controlled by an Intel Pentium 90MHz
computer, 8 MB RAM, 840 MB hard drive, quad speed CD-ROM, and software,
all provided with the autostainer. The system must be capable of
processing user-defined custom protocols that can be performed on the
stainer with any manufacturer's reagents. A laser jet printer must be
provided for documenting work and maintaining a hard copy of results
that can be used to immediately generate pathology reports. Price amd
Past Performance shall also be evaluated. The offeror shall include a
completed copy of the FAR provision at 52.212-3, Offeror
Representations and Certifications--Commercial Items. The offeror is
advised that FAR provision 52.212-5, Contract terms and Conditions
Required to Implement Statutes or Executive orders--Commercial Items,
applies to this acquisition. Offers are due July 16, 1996, 2:00 P.M.
local time. The proposal must be signed by an official authorized to
bind your organization. You must submit four (4) copies to: Contracting
officer, Construction and Commodities Section, Centers for disease
Control and Prevention, Attn.: Leonard W. Sandberg, 255 East Paces
Ferry Road, NE, Rm. 419, Atlanta, GA 30305, Offers may be submitted on
letterhead stationery and, at a minimum, must show: (1) The
solicitation number (96-153); (2) The time specified in the
solicitation for the receipt of offers; (3)The name, address, and
telephone number of the offeror; (4) A technical description of the
items being offered in sufficient detail to evaluate compliance with
the requirements in the solicitation. This may include product
literature, or other documents, if necessary; (5) Terms of any express
warranty; (6)Price and discount terms; (7) ''Remit to'' address, if
different that mailing address; (8) A completed copy of the
representations and certifications at FAR 52.212-3; (9) Acknowledgment
of solicitation Amendments, if any; (10) Past performance information,
when included as an evaluation factor, to include recent and relevant
contracts for the same or similar items and other references (including
contract numbers, points of contact with telephone numbers and other
relevant information); and (11) If the offer is not submitted on the SF
1449, include a statement specifying the extent of agreement with all
terms, conditions, and provisions included in the solicitation. Offers
that fail to furnish required representations or information, or
reject the terms and conditions of the solicitation may be excluded
