955-1187. The U.S. Army Space and Strategic Defense Command (USASSDC)
intends to enter into a noncompetitive contract for the Advanced
Propulson Analysis for Tactical and Strategic Systems (APATSS)
government support contract. The proposed contract will provide the
government with certain independent assessments relative to development
of propulsion, controls, and structural systems of missile defense
systems, and for other propulsion and controls technology programs
related to the missile defense mission. The requirement is for
expertise relating to a variety of missile defense analysis, design,
development, and testing issues, focusing primarily on solid and liquid
propulsion systems, metallic and composite structures, and gas
generators. Knowledge of the current status of USASSDC/Program
Executive Office-Missile Defense (PEO-MD) program requirements
including Theater High Altitude Area Defense (THAAD), Patriot Advanced
Capability-3 (PAC-3), ARROW, National Missile Defense (NMD), Strategic
and Tactical Targets, and Kinetic Energy Weapons (KEW) technology
programs is essential. Proficiency is required in static and dynamic
structural analysis, interior ballistic analysis, burning surface
recession calculations, propellant specific impulse (Isp) predictions,
and other analyses related to propulsion and controls. In addition,
the effort requires knowledge of testing requirements for the
Department of Defense (DoD) Insensitive Munitions Policy. The APATSS
contractor will be restricted from participating or having participated
with USASSDC contractors on hardware design for THAAD, PAC-3, ARROW,
NMD, Strategic and Tactical Targets, and KEW technology programs. This
restriction shall be effective throughout the period of this contract
and for a period of two (2) years thereafter. A SECRET facility
clearance will be required for this effort. There is no foreign
participation expected on this acquisition. Under the authority of
Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), this action is
directed toward Stone Engineering Company. This notice of intent is not
a request for competitive proposals; however, responses received from
interested sources will be considered by the government. All responses
should be directed to CSSD-CM-CN/Dianne Trimble and must be received
within fifteen (15) days from the publication date of this notice. No
telephone inquiries will be accepted. A determination by the government
not to compete this proposed contract based upon responses to this
