D -- RENOVATION OF THE PENTAGON INFORMATION TECHNOLOGY CAPABILITIES Contact Susan Staats, Contract Specialist or Missy Lohmann, Contracting Officer, (703) 695-7083. Defense Supply Service-Washington (DSS-W) in support of the Department of the Army, Pentagon Renovation Office, Project Manager, Information Management and Telecommunications (PM, IM&T), 5200 Army Pentagon, Washington, DC 20310-5200 hereby issues a Request for Information (RFI) to identify sources interested in performing extensive renovation of the Pentagon building IM&T infrastructure and associated services and facilities. This RFI is for information and planning purposes. This is not a notice of solicitation. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. An award is anticipated in FY 97, assuming funds are available. No additional technical or schedule information will be provided in connection with this RFI. PM, IM&T is responsible for the renovation of the Pentagon information technology capabilities. The Pentagon Renovation Program is performing an extensive renovation of the Pentagon building and associated services and facilities. While a portion of the IM&T in the Pentagon Renovation Program addresses the straightforward relocation of existing systems, the vast majority (80%) of the PM, IM&T effort is for the design and implementation of new systems, resulting in new business processes. These include: 1) A single common user telecommunications backbone supporting approximately 20,000 tenants occupying 4.5 M square feet within the Pentagon. The backbone will migrate to support the complete integration of red/black voice, data and video as well as multi-level security. Several critical facilities will provide IM&T services: a) A single Network and Systems Management Center (NSMC) for the management of all Pentagon IM&T systems. The NSMC will feature a single, integrated help-desk for all Pentagon users and customers. b) A single, fully automated Technical Control Facility (TCF) for the monitoring, control and restoral, and systems management of critical Command and Control (C2) circuits. c) A collocated Business ADP Center for all data processor users. d) A Centralized Message Service Center for the automated distribution of messaging for all Pentagon users. e) A centralized voice switching system for red/black voice communications. 2) A single common user structured wiring system designed to accommodate access and growth for all Pentagon users well into the 21st century. Although future information and telecommunications systems requirements for all Pentagon users cannot be precisely defined, extensive networking, exploding bandwidth, and increasing application sophistication will provide the primary parameters for any future architecture within the Pentagon. It is essential that the technologies and components identified be flexible and adaptable to accommodate expanding information and telecommunications services. The migration of systems and users to the renovated backbone will be accomplished in a manner that will provide information systems services functionally equivalent to current services while transforming the systems into a modern, integrated, efficient, flexible, scaleable and maintainable open system overlaid upon a structured wiring platform. The renovation is planned to occur one wedge at a time with an evolutionary acquisition approach spanning ten to fourteen years. The extensive nature of the Pentagon renovation, coupled with the desire to reduce overall costs of installing new telecommunications systems, prompted PM, IM&T to approach industry regarding modernized telecommunications systems. In preparation for its acquisition planning, the Governments requests industry input in the following areas: Potential technical approach to include technology insertion, use of commercial or other non-developmental items, interoperability with current and future architecture/environment, equipment compatibility over the term of the contract, ability to meet future user needs, scaleability, suggested management approach to include possible contract types from cost plus award fee, fixed price, hybrid, fixed loaded hourly rates, fee structure to include base fee, award fee factors, incentives, payment arrangements, flexibility given the total renovation project from interaction, integration with other contracting activities, promoting and maintaining positive, cooperative contractual relationships, staffing levels, scheduling, Integrated Product Teams (IPT) to include membership, roles and responsibilities, other issues which may consist of operations and maintenance support, training for users and maintenance personnel, pricing structure, classified networks, design review, change, and approval process, and relevant issues identified by industry. Responses should be limited to 25 pages and should not contain proprietary information or be restricted in any way. In accordance with FAR 52.215-3, Solicitation for Information and Planning Purposes, the Government does not intend to award a contract on the basis of this RFI and incurs no liability or responsibility to compensate any vendor for information or materials provided in response to this RFI. The information provided in this notice is currently being drafted and will likely change. This information is provided to obtain industry perspectives as the Government develops its acquisition strategy, and to allow maximum time for industry to plan and develop teaming arrangements. Responses to this RFI will be retained by the Government.
