Officer, 202/514-2919. The INS intends to issue a request for proposals
to provide program management and inspection services for the INS's new
Designated Fingerprinting Services (DFS) Program. This program was
established in the Federal Register, Vol. 61, No. 108, page 28003, on
Tuesday, June 4, 1996, and is effective July 5, 1996. The program was
created to address concerns raised about the integrity of fingerprints
submitted with many applications for various types of immigration
benefits. Under the program, any outside entity applying for DFS
status, whether it is a business, a not-for-profit organization, or an
individual, must be certified to take fingerprints for applicants
applying for benefits. These entities are referred to as Designated
Fingerprinting Services entities. In order to insure the integrity of
this program, the INS has a need for a professional investigations
and/or security contractor. This contractor will manage the inspection
requirements of the DFS program and provide on-site inspection
services of the ''entities'' certified by INS for the DFS program
nationwide, but primarily in sixty-two metropolitan areas. Within 60
days of contract award, the contractor will be required to have letters
of intent in place with qualified inspectors in each metropolitan area.
It is anticipated that approximately 3,000 designated fingerprint
entities will apply for DFS status nationwide. Using reference
materials and forms provided by INS, the contractor will conduct up to
1,200 random inspections and/or re-inspections of DFS entities per
year. It will also maintain the government furnished Designated Entity
Inspection Management System (DEIMS) database in Microsoft ACCESS
software, version 2.0, and provide overall program support, including
a monthly management summary report. The resulting contract will be a
firm-fixed-price, indefinite delivery, indefinite quantity type for a
period of one year, beginning October 1, 1996, with two one year option
periods. All requests for copies of the solicitation MUST be submitted
in writing on company letterhead and cite the RFP number HQ-96-27.

sources may submit a proposal which shall be considered by the agency.
