Agreement Specialist, 202-366-4249. The FHWA is accepting applications
for assistance in evaluating the effectiveness of ''on-the-job''
training/supportive service (OJT/SS) programs focusing on the programs
in either the States of North Carolina or Pennsylvania compared with
comparable other States which have not implemented supportive services
programs. The evaluation is to determine the effectiveness of
approaches employed to enhance the recruitment, training, and long-term
retention of women and minorities in the highway construction industry.
It should involve research and analyses of available publications and
field assessment including interviews of participants. The outcome of
the project will result in a comprehensive report of an effective
OJT/SS program. The project must be completed within one year from the
date of award, and funding is estimated at $100,000 per award, of
which up to two applications may be selected for award as fixed-price
cooperative agreements. Applications will be evaluated based upon the
following criteria: 1. Experience in recruitment, training, and
placement of minorities and women who are unemployed or under-employed
especially in the area of highway construction and related crafts. 2.
Knowledge of and experience in implementing effective outreach
measures in a union or open shop environment. 3. Experience working
with the staffs of State DOT's, other State and local government
agencies, highway construction contractors, contractor's associations,
and community based organizations. ***Applications shall be submitted
in five (5) copies and be received by 7/26/96. Applications shall
contain a breakdown of all proposed costs along with any cost-sharing
by the applicant if they so choose, and technical proposal. The
proposal (cost and technical) shall be limited to 20 pages. This
