The Office of Naval Research intends to negotiate on a sole-source basis with the American Society for Engineering Education (ASEE) to plan, arrange and conduct the Postdoctoral Fellowship Program. It is anticipated that this contract will be for a period of one year while a competitive follow-on with award in early 1997 is being prepared. ASEE currently administers the Postdoctoral Fellowship program for ONR and are the only responsible source that can provide these services without interruption while a competition is conducted (0173)
