s.h.lee@larc.nasa.gov. The work to be performed consists of replacing
the existing wood cooling tower with a new stainless steel cooling
tower serving Building 1265 in the West Area, of the Langley Research
Center. The Contractor shall furnish all plant, equipment, tools,
materials, labor, and services necessary for or incidental to a
complete and finished job as shown on the drawings listed below and as
specified herein. The work to be performed includes, but is not
limited to, the following: Remove and dispose of the two-cell, wood,
cooling tower, including the asbestos siding and louvers, the steel
supports, pumps, piping and electrical power, and wiring as indicated
on the drawings. Provide a new one-cell, stainless steel, cooling
tower, a pump, steel supports, piping, pipe insulation and electrical
power including controls, conduit and wiring as indicated on the
drawings. Contract duration approximately 180 days. Estimated cost
range between $100,000 and $250,000. All responsible sources may submit
a bid which will be considered by the Agency. This proposed contract is
100 percent set aside for small business concern. Bid opening is
approximate. Solicitation available approximately 7-15-96. An ombudsman
has been appointed to hear concerns from offerors, potential offerors,
and contractors during the preaward and postaward phases of this
acquisition. The purpose of the ombudsman is not to diminish the
authority of the contracting officer, the Source Evaluation Board, or
the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them. When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation of proposals, the source selection process, or the
adjudication of formal contract disputes. Concerned parties may call
