This is an Procurement Notice: Synopsis No. Z-96009: is hereby modified to include the following clause: The solicitation is subject to evaluation criteria set forth in DFAR 252.219-7003 - ''Notice of Evaluation Preference for Small Disadvantaged Business Concerns - Construction Acquisitions - Test Program (APR 1996).'' The Department of the Navy intends to issue an RFP for the Paint and Repair of 26 VLF Towers(North and South Arrays), at the Naval Computer and Telecommunications Station, Cutler, ME. The work includes the removal of lead-containing paint, grating, bolts, railings, obstruction lights, beacon lights, controls, conduit and wire from existing 26 VLF towers which range from 200 to 980 feet tall; the provision of paint, grating, bolts, railings tow boards, obstruction lights, bracon lights, controls, conduit and wire and incidental related work. The project will include three options each estimated between $1.0 and $5.0 million dollars. Proposals will be evaluated on the basis of the following evaluation factors: 1) price/cost; 2) technical including technical expertise, management plan, safety plan and past experience. The proposal will be issued as unrestricted. Estimated cost range: Between $5,000,000 and $10,000,000. The SIC code is 1623 and the small business size standard is (17.0 million) are applicable to this contract.
