Ford Jr., Contracting Officer 208-378-5100 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 1425-6-SI-10-13990 is issued as an Invitation for Bids (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 90-38. This acquisition shall be a small business set-aside. The size standard is 500 employees and the standard industrial classification code is 5032. The Umatilla-Yakima Construction Office, Yakima, Washington has a fixed price requirement for furnishing and delivery of an estimated 1800 tons of gravel base material with a maximum particle size of 1-inch which shall meet the requirements of Section 9-03.10 of the Washington State Department of Transportation Standard Specifications for Road, Bridge, and Construction. The gravel must be delivered between August 12 and 26, 1996, to Bumping Lake Dam, located approximately 58 miles northwest of Yakima Washington, in Yakima County. The Contractor may either windrow or tailgate the base material on the Bumping Lake Dam roadway to a uniform thickness at the location and between the limits as directed in the field. Dumping in piles will not be permitted. Government forces will spread each load of material with a motor grader as it is delivered. It is anticipated that the blading operation will not exceed 10 minutes for each truckload. Gravel base will be measured by the ton, based on certified weight tickets. Payment for gravel base will be made at the unit price per ton. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors--Commercial Items (OCT 95), 52.212-3 Offeror Representations and Certifications-- Commercial Items (MAR 96), 52.212-4 Contract Terms and Conditions--Commercial Items (OCT 95), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (JAN 96), and 52-211-16 Variation in Quantity (APR 84). Clause 52.215-5, paragraph (b) is tailored to incorporate the following clauses by reference: 52.219-14, 52.222-26, 52.222-36, 52.222-37, 52.225-3, and 52.225-21. Reclamation will accept a variation in quantity of not to exceed plus or minus 10% for the full schedule. The Government intends to make a single award to the responsible bidder whose bid is most advantageous to the Government, price and price- related factors considered. Bidders are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items (MAR 96), with the IFB. The closing time and date for receipt of bids is 10 a.m., July 18, 1996, local time. Bids are to be mailed to following address: Bureau of Reclamation, Bid Depository, 1425-6-SI-10-13990, 1150 N. Curtis Road, Boise Idaho 83706-1234. All sources responding to this synopsis/solicitation shall do so in writing. Telephone responses will not be accepted. All sources responding to this synopsis shall submit information relating to business status, including identification as to whether small, large, minority-owned, and/or women-owned.
