The Western Area Power Administration of the Department of Energy has a requirement for Advanced Power Applications Software for Upper Great Plains Operations, Watertown, South Dakota. The software will enable power dispatchers to monitor the state of the electrical power system and to analyze the security of the power system automatically or when requested by the power dispatchers. These functions shall provide the dispatcher with additional knowledge of the real-time power system and the capability to evaluate and study the behavior of the power system under multiple real-time and study conditions and contingencies. The Advanced Power Applications software must have the capability to run on Windows NT. The Government intends to negotiate a firm-fixed price contract, in accordance with FAR Part 12 - Acquisition of Commercial Items. Technical proposals will consist of an oral presentation by offerors to the Technical Evaluation Panel and submission of supplementary written material. Details on the oral presentation process will be provided in the solicitation. It is anticipated that one award will result from this solicitation. This proposed procurement is a 100% set-aside for small business concerns. All responsible small business concerns may submit a proposal which will be considered by this agency.
