402-221-3464. The National Park Service (NPS) is seeking an
Architect/Engineer (A/E) firm or organization to perform an indefinite
quantities contract for historic preservation, interior adaptive use,
landscape architecture, and general architectural projects at Lincoln
Home National Historic Site, Springfield, Illinois. The scope of work
includes: Title I Services including preparation of necessary advance
topographical or other field surveys, obtaining test borings or other
subsurface data, conducting technical analyses and investigations,
conducting archeological investigations including the development of
reports and the cataloging of objects, historical and technical
research, preparation of preliminary and other studies, sketches,
layouts, outlines of specifications, and advance cost estimates and
other special services; Title II Services including the preparation of
contract documents, e.g., construction drawings, specifications, and
standards for structures, utilities, and appurtenances based on
approved conceptual plans; and, preparation of construction cost
estimates, bid package, or other contract documents; Title III Services
including supervision and inspection of construction archeological
mitigation as required; assistance in issuing, securing, and analyzing
bids or proposals, review and approval of shop drawings and other
submittals by the construction contractor or his subcontractors; advice
and interpretation of plans and specifications during the construction
period, if the Government performs the inspections; preparation of
operation and maintenance manuals; preparation of record drawings
showing construction as actually accomplished; and preparation of other
reports, as may be required by the Government. Disciplines including
historical research, paint, mortar, and asbestos analysis, architecture
(historical and contemporary), landscape architecture (historical and
contemporary), archeology, structural, electrical, and mechanical
engineering will be required and shall be included as part of the
submittal. The project types anticipated include structural, condition,
and fabric analysis of historic and non-historic structures; and
building site investigation, evaluation, and design. The total of all
work orders for the base year only shall not be less than $5,000, nor
shall they exceed a maximum of $125,000 per Delivery Order or a total
of $200,000 in any one contract year. The term of the contract is for
one (1) year, with four (4) on-year extension options. The following
criteria shall be used in the evaluation of the prospective firms in
descending order of importance: 1.) Specialized recent experience and
technical expertise applicable to both historic
preservation/restoration and contemporary architecture/engineering
projects and specific knowledge of the locality of the park; 2.)
Professional experience and qualifications of the firm and proposed key
personnel including specialized technical skills, project coordination
and management skills, and experience in working together as a team
for the performance of required services; 3.) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; 4.) Capacity to accomplish more than one project at a time
within the desired time schedule; 5.) Availability of additional
contractor personnel or consultants to support expansion or
acceleration of the project; and, 6.) Familiarity with the use of CADD
technology. The NPS welcomes the participation of small business firms
including woman and minority owned and operated A/E firms. A/E firms
which meet the requirements described in this announcement are invited
to submit a Letter of Interest and completed Standard Forms 254 for
each firm and a team Standard Form 255. Responses must be received
before 5:00 p.m., 30 days from the date of this publication (first
workday following a weekend or holiday) in order to be considered for
