836-4601. The U.S. DOJ,Drug Enforcement Administration, in conjunction
with the Orange Co. Sheriff's Office is examining the creation of a
voluntary program to combat criminal misuse and diversion of
prescription drugs. The intent is to create a pilot project involving
the Orange Co. Sheriff's Office and pharmacies in Orange County which
will determine the feasibility of replicating such voluntary programs
in other jurisdictions to reduce illegal prescription drug abuse. This
project will gather limited data from pharmacies in a real-time mode
to identify multiple same-drug prescriptions from a single physician,
multiple same-drug prescriptions for a single individual from multiple
physicians and fraudulent or stolen prescriptions. The purpose of the
project is not to compromise in any way the legitimate dispensing of
medications, nor to inhibit the use of any prescription medication by
patients. It is understood that there are privacy concerns surrounding
this information; to that end, although all controlled substances
prescription data will be collected, only that information directly
related to identifying illegal activities will be compiled and made
available to law enforcement. These data are: substance; physician DEA
number; pharmacy DEA number; prescription fill date; quantity; and
patient ID number for those instances involving multiple dispensing of
the same drug(s) over a defined time period from multiple pharmacies.
As the data is to be usedc to identify active illegal activities, no
long-term retention of data is required or desired. Other jurisdictions
have been considering programs such as this one using similar
parameters. The DEA and the Orange County Sheriff's Office are seeking
information to assist us in determining if such a project is feasible.
Vendors are invited to suggest both hardware and software required to
