F -- NOTICE OF INTENT TO EXECUTE A SOLE SOURCE, UTILITY DSM BASIC ORDERING AGREEMENT contact point: Contract Specialist, Dennis J. NIH/NCI-Frederick Cancer Research and Development Center (FCRDC) and Science Applications International Corporation (SAIC) as operations and technical support contractor for the Frederick, MD facility under Contract NO1-C0-56000, intends to negotiate and execute a Basic Ordering Agreement (BOA) with Allegany Power Services (APS) in accordance with Public Law 31 USC 253(c)(5), which allows acquisition from a specified source. This action will establish terms and conditions applying to future contracts between the parties, and methods for pricing, issuing and delivering future orders for utility demand-side management (DSM) energy conservation services at the NCI-FCRDC in Frederick, MD. The work will include utility system modifications and maintenance to achieve reduction of energy consumption. This action is authorized by Public Law 42 USC 8256, as it constitutes participation in a gas and electric utility company DSM program. Services will be provided on a shared cost basis to the government, incorporating subsidies offered and controlled by the utility company. APS will provide facility energy audits at no cost to the government; financial incentives for installation of approved energy efficient equipment; and financing of the net cost of the conservation measure. Sub-contractors will be competitively selected by APS. This notice is not a request for proposals; however, any expressions of interest received within 30 days of this publication will receive appropriate attention as potential sub-contractors.
