910-451-3016. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6 as
supplemented with additional information included in this notice. This
announcement M6700196B0009 is issued as a Invitation for Bid and
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-37. The standard industrial classification
(SIC) code for this acquisition is 8999 and the Small Business Size
Standard is $3.5. Contractor shall provide services at Marine Corps
Base, Camp Lejeune, NC. Invitation for Bid is for services to remove
and relocate carousels as manufactured by White Storage & Retrieval
Systems. Line item 0001 is for the removal and reinstallation of 12
integrated pod controller, twin drive carousels, and 6 powered lift
stations and associated hydraulic pumps from Building #903 to Building
#1012. The Contractor is required to relocate 2 ea 16'x6' lift
stations and 4 ea 14'x6' lift stations. In conjunction with this task
the following items must be moved and reinstalled in Bldg #1012: safety
guard rails, eight electrical control boxes w/conduit, horizontal and
vertical safety photo eyes, relocate the photo eyes ``reset'' buttons
from the electrical control boxes to the individual carousel lift
stations, associated electrical conduit for electrical and control
cables. Line item 0002 is the removing and relocation of (1) one HP-16
carousel system from Bldg #1302 to Bldg #1301. Contractor shall
unhook, disassemble, reassemble and re-wire all items, removal from
Bldg #1302 to include associated electrical panels installed by White
Systems, but not the electrical drops installed by Government
personnel, wiring in Bldg #1301 to include installing all required
electrical drops from existing building panels. The Government will
furnish the following assets for line item 0001: ten (10) Government
personnel to assist in moving carousel parts from Bldg #903 bays onto
tractor trailers and transport the parts to Bldg #1012: forklift with
driver daily and tractor trailer to move the carousel parts from Bldg
#903 to #Bldg 1012. Line item 0002. The Government will furnish
transportation for the carousel parts between Bldg #1301 and Bldg #1302
and necessary forklift support. Installation must be done by a
``Factory Certified'' White Storage & Retrieval Systems installer for
both projects. Installer must be experienced in installing bottom
drive, integrated pod controller horizontal carousels. Installation
must be performed in accordance with White Storage & Retrieval Systems
published installation guidelines. Installer is responsible for final
inspection by White Storage & Retrieval System's local serviceman and
must be a licensed electrician in the State of North Carolina.
Offerors are urged and expected to inspect the site where services are
to be performed and to satisfy themselves regarding all general and
local conditions that may affect the cost of the contract performance,
to the extent that the information is reasonably obtainable. In no
event shall failure to inspect the site constitute a grounds for claim

Services for this contract to be completed within 30-45 days after
award of contract. Inspection and acceptance will take place at Marine
Corps Base, Camp Lejeune, NC, F.O.B. Destination. Award will be based
on price and price related factors. The following Federal Acquisition
Regulation (FAR) and Defense Federal Regulation Supplement (DFAR)
provisions and clause apply: 52.212-1 instruction to
offerors-commercial items (Oct 1995); 52.212-3 offeror representations
and certifications-commercial items (Oct 1995); 52.212-4 contract
terms and conditions-commercial items (Oct 1995; and 52.212-5 contract
terms and conditions required to implement statutes or executive
orders-commercial items (Oct 1995) including the additional FAR clauses
cited within the clause under paragraph (b)(1) through (10);
252.212-7000 offeror representations and certifications--commercial
items (Nov 1995) and 252.212-7001 contract terms and conditions
required to implement statutes or executive orders applicable to
defense acquisitions of commercial items (Nov 1995). Offerors
responding to this announcement shall submit their offers in accordance
with 52.212-1 and a completed copy of provision 52.212-3. Offers must
