(NUWC) Division Keyport is soliciting for the services to facilitate
the relocation (disassembly and reinstallation) of two (2), Government
owned, Voest Alpine Steinel 7-Axis Mill-Turn Machining Centers,
currently located at NUWC Div. Keyport, WA. The Government intends to
negotiate this requirement with Bohle Machine Tools Inc., 38800 Grand
River Ave, Farmington, MI 48018, on a sole source basis, as Bohle,
under a representation agreement with Voest Alpine Steinal, Austria, is
the only authorized service and parts source for the Voest Alpine
Steinal within the United States. Under the contract, one machining
center will be disassembled/reinstalled on site, from building 73 to
building 233, at NUWC Division Keyport, WA. The second machining center
will be disassembled/reinstalled from NUWC Division Keyport to the
Naval Air Warfare Center, Lakehurst (NAWC Lakehurst), NJ and will
include 200 hours of on site training at NAWC Lakehurst. Riggers
support at NUWC Division Keyport and NAWC Lakehurst will be provided by
the government. Transportation for one machining center between NUWC
Division Keyport and NAWC Lakehurst also will be government provided.
For relocation of the two Voest Alpine Steinel 7-Axis Mill-Turn
machining Centers, the contractor is to provide all labor, tooling, and
material required to disassemble the two machines at NUWC Division
Keyport. The contractor shall then be responsible for re-installing and
re-commissioning one machine at NUWC Div. Keyport and to package and
prepare the other machine for shipment from NUWC Div. Keyport to NAWC
Lakehurst, NJ. After Government shipment, the contractor shall then
re-install and re-commission the machine at NAWC Lakehurst, and provide
five consecutive weeks (200 hours) of detailed training on the newly
installed Voest Alpine Steinel 7-Axis Mill-Turn Machining Center at
NAWC Lakehurst to Government personnel. Training will include hands-on
demonstrations and instruction on the machineUs operation (80 hours),
NC programming (40 hours), electrical/electronic maintenance (40
hours), and mechanical/hydraulic maintenance (40 hours). For both
machines, re-commissioning will include laser alignment of each axis
and demonstration of compliance to original equipment manufacturers
performance specifications. Bohle Machine Tools Inc. is the sole
service and parts source within the United States for Voest Alpine
Steinel, Austria. As such, Bohle Machine Tools Inc. is the sole source
of technicians within the United States who have undergone specialized
factory training at Voest Alpine Steinel on installing, commissioning,
operating, and maintaining the 7-axis mill-turn machining centers.
Bohle Machine Tools Inc. is also the only source within the United
States equipped with proprietary Voest Alpine Steinel electrical
schematics, test fixtures, and calibration software required to
re-commission the two machining centers to original manufacturer
performance specifications. The Government does not have access to and
thus cannot provide this information for competitive procurement. The
RFP will be issued on or about 31 July 1996 with a 30 day closing. No
