Pre-Qualification of potential Suppliers RFP No. 3589-PROMOD.
MK-Ferguson Company (MK-F) is currently performing work under a
Department of Energy Prime Contract at the Weldon Spring Site Remedial
Action Project (WSSRAP) located in St. Charles, Missouri. MK-Ferguson
is requesting information from prospective Suppliers who are
interested in in being pre-qualified for proposing on a competitive
firm fixed price task order purchase order for the fabrication of 11
process skid modules briefly described below. Interested qualified
parties should have the necessary prior experience and ability to
fabricate process plant modules in accordance with hard specifications
and stringent quality control procedures. The process skid modules
will be installed at the MK-Ferguson site, by others, to construct a
Chemical Stabilization Solidification (CSS) process plant. Only
pre-qualified prospective Suppliers will be allowed to submit
proposals. In order to be pre-qualified prospective Suppliers must
satisfy the following minimum requirements and submit information
substantiating their qualifications: (1) Submit cover page and/or title
page and table of contents (listing sections and subsections) of
quality assurance plan or manual which is adhered to for all projects.
(2) Provide a personal organization chart showing the positions and
number of persons in each position at the place of fabrication. (3)
Submit project names, client company names, client contact persons,
phone numbers, and addresses of at least two recent projects similar in
scope to this project that were performed within the last five years.
The two projects shall have included simultaneous in-house fabrication
of multiple complex structural-mechanical-electrical-instrumentation
process plant modules having nominal dimensions of 10 ft. x 10 ft. x 48
ft. (4) Submit a list of in-shop skilled crafts including, at a
minimum, pipe fitter-welder, structural fitter-welder, millwright,
electrician, instrumentation technician, and quality control inspector.
(5) Submit documentation noting the in-house ability to simultaneously
fabricate a minimum of three of the 11 process modules described in
this announcement. Documentation shall, at a minimum, include a list of
fabrication equipment (quantity and capacity) for cutting, forming,
welding, handling, machining, sandblasting, painting, and testing. (6)
Provide fabrication area (square footage) which has overhead crane
facilities and note all respective crane capacity(s). (7) Submit
substantiation of financial capability and capacity for an estimated
project cost of $1,000,000+. Certain items of Contractor-Furnished
Equipment (CFE) including agitators, pumps, mixers, filters, weigh
feeders, etc., will be delivered to the awarded Supplier for
installation on the skids. The Supplier will furnish all other
necessary equipment, materials (including but not limited to structural
steel, pipe, valves, fittings, instruments, electrical), and labor as
required for the fabrication, assembly, testing and delivery of the
process skid modules. Following is a brief description of the several
types of process skid modules anticipated to be required under this
procurement action: MODULE 1: A Structural steel bridge, designed to
span a 33-foot diameter tank, for the support of a nominal
200-horsepower vertical-mount agitator having a 25-foot shaft and an
8-foot diameter impeller blade. Approximate overall dimensions are 8 ft
x 10 ft x 34 ft long. The CFE agitator will be delivered to the
fabrication plant location for installation in the bridge structure.
MODULE 2: A structural steel bridge, identical to Module 1 above,
except opposite hand. MODULE 3: A scalping screen support structure
with overall dimensions of approximately 28 ft x 26 ft x 40 ft high,
which will support two 4 ft x 8 ft inclined vibrating screens, chutes,
and ventilation blowers, will be shop fabricated and assembled in
three sections for shipment to the project site. Partial piping,
electrical, instrumentation and control systems will be shop-installed
in the structure. CFE screens will be delivered to the fabrication
shop for installation in the structure. The ventilation blowers will be
installed by others on top of the structure following its assembly at
the project site. MODULE 4: A thickener feed pump module will consist
of a structural steel skid frame base for two 30-HP horizontal
centrifugal slurry pumps, piping, electrical, instrumentation and
control systems. The CFE feed pumps will be delivered to the
fabrication shop for installation in the module. Its base will have
solid steel decking, sides, and an integral collection sump and pump
for the recovery of leaked/spilled liquid material. The approximate
dimensions of this skid are 10 ft x 12 ft x 8 ft high. MODULE 5: The
thickener underflow/mixer feed pump module will consist of a structural
steel skid frame base for three 60-HP horizontal centrifugal slurry
pumps, one air-driven diaphragm pump, piping, electrical,
instrumentation and control systems. The CFE feed pumps will be
delivered to the fabrication shop for installation in the module. Its
base will have solid steel decking, sides and an integral collection
sump and pump for the recovery of leaked/spilled liquid material. The
approximate dimensions of this skid are 16 ft x 24 ft x 4 ft high.
MODULE 6: The recycle water pump module will consist of a structural
steel skid frame base for two 5-HP water recycle pumps, two 50-HP
dilution water pumps, a 12,900-gal. recycle water tank (13 ft diameter
x 13 ft high), piping, electrical, instrumentation and control
systems. The CFE water pumps will be delivered to the fabrication shop
for installation in the module. The tank will be furnished and
installed by the module fabricator. The module base will include
decking, and an integral collection sump and pump for the recovery of
leaked/spilled liquid material. The approximate dimensions of this skid
are 16 ft x 15 ft x 42 ft long. MODULE 7: The gland seal water system
module will consist of a structural steel skid frame base for two 5-HP
gland water feed pumps, two 20-HP gland water supply pumps, one 25-HP
backwash pump, two gland water sand filters, and one 5000-gal gland
water supply tank. The CFE water pumps and sand filters will be
delivered to the fabrication shop for installation in the module. The
water tank will be furnished and installed by the module fabricator.
The module base will include decking, and an integral collection sump
and pump for the recovery of leaked/spilled liquid material. The
approximate dimensions of this skid are 14 ft x 14 ft x 48 ft long.
MODULE 8: The polymer feed system module will consist of a structural
steel skid frame base for two field-installed polymer storage tanks,
two CFE 5-HP polymer metering pumps and two polymer blending systems
which will be installed by the module fabricator. The fabricator will
furnish and install all structural, piping, electrical,
instrumentation, control and sump pump systems to complete the module
for shipment to the site. The approximate dimensions of the module are
expected to be 12 ft x 30 ft x 6 ft high. MODULE 9: The binder feeder
deck will consist of a framed structural steel deck with floor plate
and perimeter handrails, and will be supported by columns attached to
the mixer deck below. The fabricator will install two CFE weigh feeders
and rotary feeders on the deck, together with support columns for two
binder supply bins which will be installed on the structure after its
installation at the site. Piping, electrical, instrumentation and
control systems will be installed and connected to the mechanical
equipment. The deck surface dimensions will be approximately 28 ft x 23
ft and will be assembled for shipment in two 14 ft wide sections.
MODULE 10: The upper mixer deck will consist of a framed structural
steel deck with floor plate and perimeter handrails, and will be
supported by columns attached to the lower mixer deck. The fabricator
will install two CFE mixers on the deck, together with electrical,
piping, instrumentation and control systems complete with connections
to mechanical equipment. The deck surface dimensions will be
approximately 26 ft x 28 ft and it will be assembled for shipment in
two 14 ft wide sections. MODULE 11: The lower mixer deck will be
similar to Module 10 described above and will be supported on columns
attached to a concrete slab and footing foundation at ground level.
Estimated magnitude of this procurement is between $1,000,000.00 and
$5,000,000.00 and the Request for Proposals will be issued on or about
August 1996. Fabrication is scheduled to begin on or about December
1996 with delivery to be completed no later than July 1997.
Pre-qualification packages are due no later than July 19, 1996. This
project is open to both large and small businesses. Suppliers who are
interested in this procurement and that meet or exceed the minimum
qualifications noted above should submit their pre-qualification
