FY96/97 BMAR, Repair Coral Unaccompanied Personnel Housing, Bldg 563, FY96 RDT&E, Project No. 419, Modernize Transient Housing, Bldg 704 and FY96 RDT&E, Repair Roofs, Kwajalein, U.S. Army Kwajalein Atoll, Marshall Islands. The proposed contract is unrestricted. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available from which payment for contract purposes can be made. The work for the Coral Unaccompanied Personnel Housing consists of renovating existing building to provide 65 rooms. Work will include demolition, asbestos abatement, replacement of water lines and sanitary-sewer system, architectural work, concrete, painting, mechanical and electrical work. The work for Transient Housing consists of repairing existing building to provide 72 rooms. Work will include demolition, asbestos abatement, replacement of water lines and sanitary-sewer system, architectural work, concrete, painting, mechanical and electrical work. The work for Repair Roofs will consist of repairing existing roofs of 12 buildings of various sizes. The estimated cost of the proposed projects is between $10 Million and $25 Million. Solicitation to be issued O/A July 5, 1996. A site visit and preproposal conference will be held at Kwajalein Island on July 24, 1996. Due to limited logistical support, only one representative from each firm who has acquired the plans and specifications may attend the site visit and preproposal conference. Contractors shall provide full name, social security number, date of birth, place of birth, citizenship, name of company, position/title, home address, confirmation of flight reservation, point of departure, date of entry and exit, and means of travel to obtain an entry clearance. Contractors may visit the site on days other than the preproposal conference subject to the approval of the Commander, U.S. Army Kwajalein Atoll and proper entry clearance. The Government will only respond to questions submitted in writing via amendments to the solicitation. Documents to be available at $231.00 per set of specifications and full-size drawings or $150.00 per set of specifications and half-size drawings. Please indicate your preference for full-size or half-size drawings. Checks and money orders to be made payable to the U.S. Army Engineer Division, Pacific Ocean, and mail to Finance and Accounting Officer, U.S. Army Engineer Division, Pacific Ocean, Fort Shafter, Hawaii. Payment will not be refunded and specifications and drawings need not be returned. Selection will based upon evaluation factors which include (a) experience, (b) record of past performance on contracts, and (c) resources and (d) price. Small business concerns and small disadvantaged business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small business concerns and small disadvantaged business concerns in accordance with the provisions of Public Law 95-507.
