Hydraulic Bolt Cutters and Attachment Products/Methods Contract: Tim Jensen, 201-724-4196, email=tjensen or Phillip Holman, 201-724-2034, email=pholman: this serves as an NCI sources sought notice/Market Survey. The U.S. Army ARDEC is seeking potential Non-developmental Item (NDI) sources for 91) lightweight hydraulic bolt cutters, and )2) rapid attachment products/methods for both clean and dirty ferrous objects. Both items will be used by combat engineers, and special operation forces. (1) The hydraulic bolt cutters will provide a rapid capability to remove light steel reinforcing bars from concrete structures after being breached by an explosives charge. Mission targets will include, but are not limited to: bridge piers, reinforced concrete walls, bunkers, buildings, railroad and highway structures. The requirements of the hydraulic bolt cutters are: a) cut medium hard steel reinforcing bar up to 9/16 inch (14mm) diameter; b) a maximum weight (excluding carry case, it any) 18 pounds; c) a maximum length of 30 inches; d) contain an internal pressure relief valve to prevent overloading; e) replaceable cutter head. (2) The attachment products/methods to ferrous objects will be tailored to the designeated mission. Mission targets will include, but are not limited to: steel structures above and below the water line, armored vehicles, electrical power distribution transformers, vehicles, and other high value materials. The requirements of the attachment methods are: a) support 1-50 pounds for 24 hours above and below fresh water on clean ferrous surfaces; b) support 1-50 pounds for 24 hours above and below sea water on clean ferrous surfaces; c) support 1-50 poundsfor 24 hours above and below fresh water on dirty ferrous surfaces; d) support 1-50 pounds for 24 hours above and below sea water on dirty ferrous surfaces; d) support 1-50 pounds for 24 hours above and below sea water on dirty ferrous surfaces. Note: dirty surfaces refer to structures that may be covered with oil, grease, paint, oxides, animal and or mineral deposits. GENERAL INFORMATION: Interested parties are requested to furnish sufficient detail in sketches, drawings or photographs for Government evaluation or their products versus technical requirements. No developmental phase is being enterntained. Considerationw ill be given only to sources having an NDI available for Government inspection and evaluatin. Interested parties are requested to submit brochures, drawings, literature, test data, or other such information which demonstrates that they have one or more of the above items that satisfy mission requirements. Parties are further requested to advise as to the current availability or their earliest delivery date for two hydraulic bolt cutters, and six (6) of each size of attachment method if multiple sizes are proposed to meet the required range.
