Specialist, (301) 342-1825 ext. 118. The Naval Air Warfare Center
Aircraft Division (NAWCAD) has a requirement for a Flight Control
Actuator Test Station (FCATS) dedicated for flight control testing.
FCATS will support NAWCAD's Air Combat Environmental Test & Evaluation
Facility (ACETEF) Manned Flight Simulator (MFS) Flight Control Branch
to perform the testing of any actuator (electromechanical or
electrohydraulic) in the United States Navy aircraft (fixed and rotary
wing) inventory. This procurement for FCATS is separated into a
baseline system and options. The FCATS baseline system shall have, but
not be limited to, the following main elements: (a) Hydraulic Power
Source and (b) Actuator Test Stand. The FCATS baseline system shall
meet the requirements stated for the baseline system and shall provide
growth for all of the requirements listed in the options. The FCATS
system level requirements are, but not limited to, the following: (a)
FCATS shall be designed with emphasis on ease of use, modularity and
versatility, (b) FCATS shall operate in two modes, Stand Alone Mode and
In-The-Loop Mode, where the time and effort required to reconfigure
between the two modes shall be minimized. During the Stand Alone Mode,
FCATS shall be isolated from the rest of the MFS facility. FCATS shall
provide all required stimuli and control during actuator testing
through conventional analog loop closure methodology (a standard
interface shall be implemented in FCATS to allow for ease of
breadboarding of actuator drive circuitry). During In-The-Loop Mode,
FCATS shall operate as part of the MFS hardware-in-the-loop facility.
The actuators shall be directly controlled (provided with control
signals) by aircraft Flight Control Computers (FCC's), (c) FCATS shall
provide a patch panel for the easy interruption, removal and changing
of signals/equipment. The FCATS Hydraulics Power Source shall have the
following attributes: (a) up to and including 5000 psi operation, (b)
two separate hydraulic channels (two separate sources or one source
with two separate pressure regulators), (c) separate control for the
return pressures, (d) high pressure, high bandwidth pressure
transducers for measuring of all pressures, (e) testing at hydraulic
fluid temperatures up to 250 degrees F, (f) sufficient controllable and
measurable flow rates for all actuators under, and (g) sound isolation
from the rest of the facility. The FCATS actuator test stand shall
have the following attributes: (a) collection of hydraulic leaks, (b)
protection from hydraulic leaks, (c) support actuator under test, (d)
support actuator load fixture (as described in the options) during
testing. The FCATS options shall be categorized, but not be limited to,
the following main parts: (a) Hydraulics Power Source Options, (b)
Actuator Load Fixture Options, and (c) Computer System Options. The
Hydraulic Power Source Options shall include, but not be limited to,
the following attributes: (a) Electrical Control of Pressures, (b)
Electrical Control of Flow Rate, (c) Electrical Control of Hydraulic
Fluid Temperature, (d) Basic Control of Hydraulic Fluid Temperature.
The Actuator Load Fixture shall have the following: (a) sufficient
loads for testing actuator under test, (b) sufficient stiffness for
testing actuator under test, (c) generation of nonlinear loads, (d)
dynamic variation of loads, (e) receive a load or hinge moment from
simulation and produce that load at actuator connection, (f) high
bandwidth at the high forces. The Computer System Options are separated
into a baseline option and dependent options. The Computer System
Baseline Option shall have, but not be limited to, the following
attributes: (a) programmable graphical user interface, (b) hardware and
software required to monitor all activities with respect to the
actuator under test, and (c) enough growth capability to implement the
following Computer System Options. The Computer System shall have, but
not be limited to, the options: (a) data analysis capability that shall
include, but not be limited to, strip charts, model generation, and
phase and gain plots, (b) hardware and software required to perform
functions of hydraulics system monitoring and control, (c) hardware and
software required to perform functions of load fixture monitoring and
control, (d) hardware and software required to perform functions of
actuator control. Loop closure shall be performed by digital means -
where analog uses conventional loop closure methodology of analog
circuitry, digital (in this case) uses loop closure through a
relatively high throughput computer system and shall utilize algorithms
designed using software such as, but not limited to, Simulink or Matrix
X, (e) hardware and software required to interface to MIL-STD-1553B
busses, (f) hardware and software required to interface to MIL-STD-1773
busses, (g) hardware and software required to interface to a Procuring
Activity owned Applied Dynamics Real-Time Station (AD RTS). The
government prefers equipment proven to be highly reliable and
maintainable. The contract type will be firm fixed price. The FCATS
shall be delivered to the Manned Flight Simulator, Building 2035, Naval
Air Warfare Center, Patuxent River, MD one year after contract award.
