BENTON, 202 231-2849 The Virginia Contracting Activity, on behalf of
the Defense Intelligence Agency (DIA) has a requirement to procure
digitizer cameras and all required optical components, software, and
computer interface hardware utilized by the Defense Intelligence Agency
Center, Bolling AFB, Washington, DC. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number for this
synopsis/solicitation is RFP MDA908-96-R-0033. The solicitation
document and incorporated provisions/ clauses are those in effect
through Federal Acquisition Circular 90-32. The Standard Industrial
Classification (SIC) is 3861 and the small business size standard is
500. DESCRIPTION OF REQUIREMENTS FOR ITEMS TO BE ACQUIRED: CLIN 0001:
4K DIGITIZER CAMERAS TO INCLUDE OPTICAL SYSTEM, CAMERA CONTROL UNIT &
CAMERA HEAD, 3 EACH. CLIN 0002: 4K DIGITIZER COMPUTER HARDWARE &
SOFTWARE, 3 EACH. PERFORMANCE REQUIREMENTS: The digitizer is defined as
the image capture device to include; the sensor packaging, and sensor
electronics; exposure control devices such as shutters and apertures;
and all associated optics. The digitizer's power requirements shall be
compatible with US standard 120 volt, 60 cycle, ac outlets. The
digitizer's minimum number of grey levels per pixel shall be 256. The
digitizer shall be capable of capturing, at minimum, 4000 active pixels
in the horizontal direction and 4000 active pixels in the vertical
direction. The captured image shall be geometrically correct with
respect to the film image. That is, an aspect ratio of 1:1. The
digitizer shall be capable of producing a high quality image. There
shall not be entire rows or columns of defective sensor elements
evident in the soft copy. There shall not be any significant clustering
of defective sensor elements that could render vital image information
unreadable or significant amounts of single defective pixels that
would be evident in the soft copy. The digitizer shall have adequate
light sensitivity, spectral response, and dynamic range to be able to
digitize the specified film on the GFE special purpose copy stand. The
digitizer shall have predictable linear responses to the conditions
stated foremention. The sensor shall be able to discriminate density
differences of .02 at any location on the sensor as well as maintain
density levels within .02 (for all densities between .2 and 2.0 at all
locations), when the light falling on the sensor is perfectly uniform.
The optics and optical path shall be free from defects and deficiencies
that would degrade the soft copy imagery to the point of rendering it
not useful for the production of intelligence products. This includes
poor quality coatings, internal reflections, effects from apertures and
shuttering devices, and out of focus regions. The digitizer's average
capture-to-display time for a full 4000 pixel by 4000 pixel image range
shall be under five seconds. The digitizer shall also be capable of
being rotated around its optical axis to correct image obliquity. The
final configuration will have the body of the digitizer mounted on top
of the rotating ring with the lens hanging down through the center
opening. The digitizer' optical system shall be capable of continuous
8X magnification range (minimum). Alternate optical solutions for
covering the 8X range will be considered. The optical system shall
provide for an effective pixel size range of 4 microns to 32 microns
over the 8X magnification range. The digitizer shall be capable of
having exposure time being controlled by software. The digitizer shall
be delivered with a cable no less than nine feet in length for
connecting the digitizer to the GFE workstation (SUN) interface. The
digitizer shall be delivered with complete specification, installation,
user, and maintenance documentation. The digitizer shall be designed
for use in a production environment, with continuous set-up changes.
These conditions require that the digitizer be designed for ease of
use, rapid set-up changes, and minimal recalibration times. The
digitizer must interface with GFE workstation. SOFTWARE REQUIREMENTS:
A save function shall store the entire 4000 pixel by 4000 pixel image
to disk. The minimum requirements of the store function are that the
image file can be named, a directory path can be specified, and that
the image file can be saved in either raw or Sun raster format. A
scaling function shall determine how the digitized image is scaled in
the allotted image space. The default scaled image shall display the
full subsampled image within the space allotted. The scaling function
shall allow for the display of imagery at different resolutions. The
scaling function shall allow for the display of imagery at different
resolutions. A focus region within the GUI window shall be displayed
along with the default scaled image to assist digitizer focus. The
focus region shall display a small portion of the image at full
resolution. The focus region shall operate simultaneously with the
default image, and is useful when a full subsampled image is displayed
and critical focus is required. The software shall take full advantage
of the MOTIF window manager GUI. The software image shall consume the
majority of the window space. A sensor exposure time function shall
allow for a user defined range of exposure times that bracket the
optimum time for the specified operating conditions. These conditions
include light intensity, digitizer aperture setting, and film subject
matter. To assist in determining the correct exposure, the digital
level (0 to 255) of any selected point in the image shall be displayed
during continuous digitize as well as when evaluating captured scenes.
Continuous digitize. A continuous digitize function shall cause the
display to update (capture and display) continuously. This function is
required for rapid composing, optical focusing, and adjusting light
intensity. The software shall be designed to function in a production
environment, not a scientific laboratory. Within the context, the
viewing instructions shall be designed for ease of use and have a
logical, simplistic, presentation to the operator. Defense Intelligence
Agency requires delivery of the systems within 120 days from receipt of
a written notice of award. FOB Destination. The place of delivery/
acceptance is: Defense Intelligence Agency, Warehouse/PLAZA 500, SUITE
140, 6295 EDSAL ROAD, ALEXANDRIA, VA 22312. The provisions at FAR
52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition. The Government will award a contract resulting from this
CBD solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government on a price
basis. A written notice of award or acceptance of an offer, mailed or
otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either party. Before the offeror's specified
expiration time, the Government may accept an offer, whether or not
there are negotiations after its receipt, unless a written notice of
withdrawal is received before award. Offerors shall include a completed
copy of the provision at 52.213-3, Offeror Representations and
Certification-Commercial items, with its offer. The clause at 52.212-4,
Contract Terms and Conditions - Commercial Items applies to this
acquisition. The clause at 52.212-5, Contract terms and Conditions
Required to implement Statues of Executive Orders - Commercial Items,
applies to this acquisition and includes the following FAR clauses: FAR
