A -- INITIAL SCREENING INFORMATION REQUEST (SIR) FOR AERONAUTICAL DATA LINK R&D SOL DTFA03-96-R-00031 DUE 071796 POC Oley L. Linkous, Contracting Officer, (609)485-4385. The FAA Aeronautical Data Link Program at the William J. Hughes Technical Center in Atlantic City., is seeking software and modeling support to enhance its flight simuation capability. The primary flight simulator is a convertible simulator termed the Reconfigurble Cockpit Simulator(RCS) in which hardware and software can be changed so that the simulator becomes a replica of a different transport aircraft. The RCS is an engineering simulator with all instrumentation and flight dynamics driven by a network of Silicon Graphics (SGI) workstations. The RCS uses a software package marketed by Computer Technology Associates (CTA) called Mission Simulator Software (MSS) to model flight dynamics and depict aircraft instruments and terrain visual scenes. Support is required to model specific aircraft using the RCS as the platform, support the installation of the data link in commercial flight simulators, fabrication of panels or systems for avionics for the RCS, and enhancement of RCS simulator environment fidelity. This acquisition will follow the new FAA acquisition procedures. A two phase screening process will be used. Phase One will determine qualified vendors based on past performance and relevent experience including technical competency. Vendors must show demonstrated past performance in support of flight simulators and demonstrated relevent expertise to include: knowledge of MSS, knowledge of 3d simulation graphics/visual display software packages, knowledge of aircraft/avionics systems, Knowledge of UNIX computer systems and the C and C++ languages, and provide demonstrated ability to model/replicate aircraft systems. Qualified vendors will be provided an opportunity to 1) review and comment on phase two draft ''Request for Offer'' 2) visit the RCS Laboratory, and 3) to submit proposals to the formal ''Request for Offer''. This contract is estimated to require approximately 30,000 man-hours over a 5 year period.
