Lettofsky (301) 975-6342 The National Institute of Standards and
Technology (NIST) intends to acquire the services of Intelligent
Computing Technologies, Inc., Gaithersburg, MD for a scientist in the
field of metallurgical processing control. It is anticipated that only
Intelligent Computing Technologies has personnel with unique
background and expertise that are essential to the success in the
proposed tasks. A key employee can satisfy the requirement, because he
was the designer and implementer of the currently existing Supersonic
Inert Gas Metal Atomizer (SIGMA) controller and thus has the unique
knowledge concerning its development and design, which is needed for
the production of the comprehensive user's manual and reference guide
required in this acquisition. Also, the scientist making the required
final software modifications and additions to the SIGMA controller
requires a thorough knowledge of the present system. The contractor
shall produce a Supersonic Inert Gas Metal Atomizer (SIGMA) Controller
User's Manual and Reference Guide that will describe comprehensively
the SIGMA controller and how to operate the SIGMA Control system during
a SIGMA atomization run as developed during the past two years at NIST.
The manual and reference guide shall discuss in detail the steps
required to perform an atomization run on this system and how to save
a log of the data collected during a run. Interested offerors may
identify their interest and capability to respond to the requirements
by submitting a capability statement. The capability statement must
provide adequate information and qualifications to provide this type of
service. All of the above must be received for the Government to
consider whether to open this requirement for competition. This notice
of intent is not a requirement for competitive proposals. However, all
''capability statements'' received within 45 days after date of
preparation of this synopsis will be considered by the Government. A
