VIII of the Engineering Guidelines (''Probable Maximum Flood'')
includes detailed procedures for selecting loss rates for subbasins.
The detailed method is a distributed loss accounting procedure using
the Soil Conservation Service's STATSGO database. The distributed loss
accounting procedures recommended in Chapter VIII can be quite time
consuming, data intensive, and must be applied with understanding of
the soils and hydrology of the basin. The procedure is relatively new
and has not been evalutated in detail at many sites. The procedure has
recently been updated to provide clearer definition on its approach
and required analysis. The purpose of the proposed study is to provide
an independent test of the clarity, logic, and application of the
distributed loss-rate procedure using the STATSGO database. The overall
goal is to scrutinize the procedure for its acceptability before it is
included in the next printing of Chapter VIII of the guidelines.
