SERVICES Contact, Robert M. Bencal, 215-656-6606. 1. CONTRACT
INFORMATION: The Philadelphia District, U. S. Army Corps of Engineers
intends to award a one year Indefinite Delivery Contract(s) to support
civil works mission assigned to the District. Each contract shall be
for a period of one year with an option for one additional year. The
maximum delivery order limit is $150,000.00. The cumulative total for
all delivery orders in either the base or option year shall not exceed
$400,000.00. The cumulative total of all delivery orders for both the
base and option year shall not exceed $500,000.00. In addition, the
total Federal Information Processing (FIP) work allowed under each
contract including both the base and option years is $150,000.00,
pursuant to Delegation of Procurement (DPA) CENAP-96-129. 2. PROJECT
INFORMATION: The firm(s) will be used primarily, but not exclusively,
to provide assistance to Engineering Division within the District. Work
under this contract will primarily be related to long span bridges
including but not limited to: inspections, report preparation,
structural analysis, material testing and analysis, land and
hydrographic surveying, underwater inspection and concept and detailed
design including preparation of plans, specifications and cost
estimates for evaluation, repair, rehabilitation and new construction
of bridge structures and all related appurtenances. Primary disciplines
required include: civil engineers, structural engineers, highway
engineers, geotechnical engineers, specifications writers, cost
estimators, draftsman/CADD operators and bridge inspection personnel.
Other work under this contract will include support for others and
military programs assigned to the District in the area of special
structures, highway and relating engineering. The contractor must be
capable of performing both hard and soft metric design. Engineering
work under this contract including but not limited to civil and
structural engineering shall be reviewed and approved by engineers in
that particular field. Firms that plan on using subcontractors shall
provide a list of subcontractors that are to be used and the work they
will perform. Firms must be familiar with Corps of Engineers, Federal
Highway Administration, and AASHTO requirements and regulations for
preparation of various inspections, designs and technical reports. The
firm will have primary services capability in-house. 3. SELECTION
CRITERIA: Significant selection evaluation criteria in relative
descending order of importance will include: (1) Specialized experience
of the firm in the primary areas and other experience in related areas
of work; (2) Professional experience of the proposed staff; (3)
Capacity of the firm to accomplish multiple projects simultaneously
within required time and within construction cost limitations; (4) Past
performance, if any, with respect to the firm's performance on
Department of Defense contracts; (5) Location related to the work will
be a consideration in the final selection as a secondary selection
criteria element provided a sufficient number of qualified A/E firms
respond to this announcement; (6) Extent of participation of SB, SDB,
historically black colleges and universities, and minority institutions
in the proposed contract team, measured as a percentage of the
estimated effort; (8) Demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design. 4. SUBMISSION REQUIREMENTS: As a part of this
submittal, it is required that all responding firms clearly present
billings amounts for all Corps of Engineers work as well as all other
Department of Defense work for the 12 months preceding this
announcement. As a requirement for negotiations, the selected
contractor will submit for government approval a quality control plan
which will be enforced through the life of the contract. The District
reserves the right to terminate negotiations in which the contractor's
response to request for proposals or information has not been provided
in accordance with the established schedules. Interested firms having
the capabilities to perform the work must submit one copy of the SF 254
and SF 255 for the prime firm and SF 254 for each consultants, to the
above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday or Federal holiday, the deadline is the close of business of the
next business day. Include ACASS number in Block 3b. of the SF 255.
