202/267-2489. The U.S. Coast Guard has a need for requirements
development, Independent Validation and Verification (IV&V), and
quality engineering technical services for high technology remote
sensor projects and other technical requirements. The Coast Guard
requires these services to maintain critical remote sensor technology
capability for use in U. S. Coast Guard requirements definition.
Requirements Development duties include providing technical support to
translate mission needs into technical requirements and documentation
preparation, and performing trade-off analyses for projects related to
remote sensor technology and other areas. IV&V efforts shall include
determining the scope of IV&V efforts by performing criticality
analyses of remote sensor systems. Contractor shall extract system
requirements from requirements documentation, list system requirements,
identify potential impact of software and hardware errors, faults, and
other out of tolerance conditions on system requirements. Contractor
shall then calculate criticality value of systems and prepare and
execute IV&V plans. Quality Engineering support shall ensure that
acquired systems satisfy mission needs. Quality planning technical
support shall include performance and integration studies, schedule
development, interface planning, and supplier proposal review, audits,
and qualification. Additionally, the contractor must perform quality
analyses of systems and review technical system technical documentation
in areas such as reliability engineering, risk assessment, failure
modes and effects, design reviews, human factors engineering, and
environmental effects. Quality Engineering services required include
developing performance metrics, providing industry benchmarking
support, supporting Coast Guard test and evaluation, supporting
environmental testing, and reviewing test data. In addition to the
technical services mentioned above, the Coast Guard also requires that
independent assessments and analyses be totally objective and free
from organizational conflict and biases toward specific commercial
products and services. Such non-advocacy is necessary for the
development of accurate specifications and for accurate IV&V. Moreover,
any prospective contractor must assure that various contractor's
proprietary information will be appropriately safeguarded through the
course of specification development and testing. In order to fulfill
this requirement and in the absence of responses from firms which have
the capability to fulfill the performance, impartiality, and
confidentiality aspects of this requirement, the Coast Guard intends to
issue a sole-source contract to the Aerospace Corporation, a Federally
Funded Research and Development Center (FFRDC), for the services
described pursuant to FAR 6.302-1(B)(1). No other notice will be
published until award is made. The Coast Guard anticipates issuing an
IDIQ contract with a base year and two option years. Period of
performance will commence upon award and continue for one year, three
years if all options are exercised. The Aerospace Corporation, a FFRDC,
was formed specifically to develop subject matter expertise that is
unavailable in the private sector. Moreover, Aerospace was formed to
provide this necessary expertise for selected technology related to
national security. Remote sensor technology is included among these
capabilities. Aerospace employs specialized skills in remote sensor
technology, radar, electromagnetic propagation effects, software,
quality engineering and specification development to Coast Guard
standards. Moreover, Aerospace's existence as a nonprofit FFRDC, used
solely for Government projects, has made it institutionally free from
organizational conflicts and biases toward specific commercial products
and services. Aerospace has consistently performed work on sensitive
projects while appropriately safeguarding both contractor and
Government proprietary information. All interested parties must submit
a capabilities statement and descriptive literature that sufficiently
describes the qualifications and capabilities of their firm to fulfill
all aforementioned requirements. All responsible sources may respond to
this notice and will be considered by the Coast Guard. This notice is
not a solicitation nor is a formal Request for Proposal available.

acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
