SUPPORT STANDARDIZATION WITHIN INS HANDGUN PROGRAM DUE 081696 POC John

Naturalization Service (INS) intends to issue a sole source, contract
to Beretta U.S.A. Corp., 17601 Beretta Drive, Accokeek, MD 20607, for
.40 caliber semi-automatic pistols, Beretta model 96D Brigadier. This
action is contemplated under the authority of FAR Part 6.302-1, only
one responsible source and no other supplies will satisfy agency
requirements. The proposed action will be a requirements type contract
for a period of one year, with four option years, for a maximum of
five years, and will contain an anticipated requirement for up to 8,720
pistols through FY98, and a estimated maximum quantity of 16,000
pistols. All pistols will be shipped to the INS National Firearms Unit
in Altoona, PA. This action is a follow-on procurement to contract
COW-5-C-0002 awarded December 30, 1994, which was intended to provided
INS with a maximum of 16,365 pistols over five years. Due to
unanticipated increased levels of funds authorized for INS hiring of
officers during fiscal years 1995, 1996, and beyond, the five year
maximum quantity under COW-5-C-0002 was ordered in September of 1995,
four years earlier than expected, and the contract expired at that
time. INS has since identified a need to standardize its handgun
program and the Commissioner has issued a revised INS Firearms Policy
requiring law enforcement personnel within the agency to transition to
the Beretta pistol, following completion of Semi-automatic Pistol
Transition Training (SATT), within one year. The handgun program
consists of several components; the Beretta 96D Brigadier .40 caliber
pistol, the ammunition magazines and holsters that fit it, spare and
repair parts to support its use, ammunition bought to date which was
tested for use in this pistol, and the required training program to
repair and maintain pistols bought and instruct personnel in their use.
Standardization on this pistol is required to ensure compatibility and
interchangeability among the various components, which is essential to
the timely supply of handguns to personnel, will reduce procurement and
training costs and improve the overall safety of INS officers as well.
There is no solicitation available for issue as part of this notice.
However, all responsible sources may submit a proposal which shall be
