The Fleet and Industrial Supply Center Norfolk, Washington Detachment, Washington, DC intends to award a sole-source contract to West Publishing Corporation, St. Paul, MN for subscriptions for Slip Opinions of the U.S. Military Court of Appeals. Contractor shall edit, synopsize, and print the Slip Opinions of the U.S. Court of Military Appeals. Contractor shall provide updates to copyright legal volumes now on hand in Navy legal libraries worldwide. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance is anticipated to be 01 October 1996 to 30 September 1997. The subscription shall be delivered to numerous locations throughout the world. The SIC Code is 2721. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the request for competitive proposals. This notice of intent is not a request for competitive propsals. All proposals received by 12 July 1996 will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
