The U.S. Coast Guard requires Service Dress Blue Coats for men and
women. The coats are part of the Service Dress Blue uniform for
officers and enlisted personnel. The Service Dress Blue Coats are being
purchased under the Coast Guard's Uniform Re-engineering Program. New
specifications have been developed by the Coast Guard as part of this
pilot program. The female coat shall be a single breasted, 3 button,
semi-fitted style. It shall have bluff fronts and flaps, dressed front,
square bottom, notched lapels and collar, fully lined body and two side
body fronts, two-piece back, sword slit on left side body seam with tab
and button, and a hanger loop at the neck area. The male coat shall b
a single breasted, 4 button, semi-fitted style. It shall have bluff
fronts and flaps, dressed front, square bottom, notched lapels and
collar, fully lined body with two inner breast and one lower left
(change) welt pockets, quilted chest piece, one-piece facing to
armhole, decorative piping along facings, two side body fronts, two
piece back, sword slit on left side body seam with tab and button, and
a hanger loop at the neck area. The basic material for both coats
shall be a 55% polyester/45% worsted wool serge. Remaining
specifications and size tariffs are available with the solicitation.
The Coast Guard anticipates awarding an Indefinite Delivery Indefinite
Quantity (IDIQ) contract with a base year and four option years. The
anticipated minimum guaranteed quantity under the contract is a total
of 7,908 coats and the estimated maximum quantity if all option years
are exercised is 41,528 coats. Please note that Production
Demonstration Models (PDMs) are required and that a low
price/technically acceptable negotiated procurement process will be
used instead of the two-step sealed bid process announced in the draft
solicitation issued in February of this year. A Pre-proposal
conference will be held after release of the solicitation. This
conference will be used to clarify specifications, the acquisition
process, and to answer any questions offerors may have. Moreover,
patterns and material for the PDMs will be distributed at this
conference. Offerors should submit questions to the address above in
advance of the conference so that answers may be prepared and provided
to all conference attendees. See the solicitation for conference
details and dates. This acquisition is a 100% Small Business Set-Aside.

purposes for Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
