(703) 693-1544, CBD Reference Number: BMDO 96- 24. The Ballistic
Missile Defense Organization (BMDO) intends to award a sole source
contract to United Kingdom (UK) Ministry of Defence (MoD) to procure
supplies and services for the integration, launch, and post-launch
control of experiments using UK spacecraft launched on an Ariane 5. The
UK (MoD) satellites will be flown in a geostationary transfer orbit
(GTO) which will provide a unique combination of space environment
elements. The effects of these elements on the US experiments will be
evaluated. The GTO parameters are essential for taking data at
altitudes ranging from LEO to GEO, which is required by some of the
experiments. The launch is planned for FY1998. The effort includes: (1)
Definition of experiment constraints, experiment integration analysis,
provision of design information and documentation, and launch
negotiation (2) Integration of experiment hardware into the spacecraft
and spacecraft test (3) In-orbit operation of the experiments, which
include advance IR sensors, environment sensors, microelectronic
devices and solar cell test articles, including storage and
distribution of experimental data. The Government intend to solicit and
negotiate with only UK MoD under the authority of 10 U.S.X. 2304(c)(1)
and FAR 6.3202, only one responsible source. Any questions about this
