The Nature Conservancy of Hawaii to furnish all labor, equipment,
materials and transportation (1) to conduct an arthropod survey on
Pohakuloa Training Area (PTA), Island of Hawaii, Hawaii; (2) to conduct
rare/endangered plant surveys at various military installations, Island
of Oahu, Hawaii; and (3) Puu Hapapa Alien Plant Control Project at
Biologically Significant Area (BSA) in Schofield Barracks, Island of
Oahu, Hawaii. ARTHROPOD SURVEY: The locations to be surveyed will be
the Multi-Purpose Range Complex, Kipuka Kalawamauna, Palila Critical
Habitat and other areas on PTA. Approximately 40 field days will be
needed to complete the field work. Most areas will be accessed by
off-road vehicles and foot. The contractor will be responsible to
sample and record the arthropods, note the habitat type, presence and
condition of any known rare taxa, and any observable threats, noting
rare arthropod species and alien arthropod pests. The contractor shall
be responsible to determine ecological roles of more common arthropod
species, for the identification (to the highest confident taxonomic
unit) and curation of the specimens. The contractor shall be
responsible to provide a Global Posting System (GPS) with a
knowledgeable operator, enter data into the Hawaii Natural Heritage
Program, merge existing data on subterranean arthropods with the data
to be acquired for surface communities and of comparing those data with
the statewide database to determine the relative rarity and status of
arthropods. Detailed records shall be provided to the Army at the end
of the project. RARE/ENDANGERED PLANT SURVEY: The contractor shall
conduct surveys in suitable, unsearched habitat and do management and
monitoring for the following plants: cyrtandra viridiflora, lycopodium
nutans, melicope lydgatei, stenogyne sheriffii, labordia cyrtandrae
alsinidendron trinerve, alsindidendron obovatum, schiedea nuttallii var
nuttallii. These plants are found at Makua Military Reservation,
Schofield Barracks and Kawailoa Training Area, Island of Oahu, Hawaii.
Approximately 25 ten-hour days of field work will be needed to
complete this project. Most areas will be accessed on foot, but
contractor-provided helicopters will be needed to access the Koolau
summit ridge for three 3-4 day trips, and the Waianae summit ridge for
one 3-4 day trip. Some of the areas to be surveyed have potential
hazards of unexploded ordnance. The Army will provide explosive
ordnance detachment personnel when needed. When rare plants are
located, the botanists will note the habitat type, number and condition
of rare plants, and any observable threats. The Army will provide a GPS
unit and a trained operator. The contractor shall enter data into the
Hawaii Natural Heritage Program database and provide detailed records
to the Army at the end of the project. Management tasks may include
selective weeding, rat control, and slug control. In some cases, it may
be necessary to reroute trails or even relocate plants. PUU HAPAPA
ALIEN PLANT CONTROL PROJECT: The contractor shall be required to
control the aggressive habitat-modifying, introduced plants, and remove
incipient infestations of less established alien plants, in the
accessible portions of the Puu Hapapa Biologically Significant Area
(BSA) in Schofield Barracks. The terrain is along the summit crest of
the Waianae Mountains south of Kolekole Pass. Removal techniques will
depend on the target plants and terrain and will be based on staff
experience and previous alien plant control trials conducted in the
region. The contractor shall carry out four 5-day work trips to the
project area. During these trips, alien plants will be removed via
manual and chemical methods. The contractor will be certified to apply
pesticides by the State of Hawaii Department of Agriculture. Photos
shall be taken before and immediately after weed removal. Photographs
shall be taken from previously established photopoints. The contractor
will prepare a report outlining treatment methods, the total count of
treated plants, and recommendations for future control and monitoring.
Contractor shall provide a map showing the areas treated, noting any
future seed sources of non-native plants that were inaccessible and not
treated. Photo documenting areas treated will also be provided with a
map illustrating where photopoints are marked in the field. Period of
performance is 18 months from date of award. SIC 8731, Commercial
