The Naval Surface Warfare Center, Carderock Division (NSWCCD-SSES) Purchase Branch Philadelphia intends to contract for engineering and technical services in support of test site design, Hull Mechanical and Electrical (HM&E) test and evaluation at their Philadelphia site. The estimated level of effort is 576,250 hours of direct labor for a period of sixty (60) months. Principal tasks will include conceptual, preliminary and detailed design of test sites; conducting test and evaluation of systems and equipment under the cognizance of NSWCCD-SSES; technical documentation and graphics preparation. The facility designs may range from small test stands to full scale Land Based Engineering Sites; replicating actual shipboard propulsion systems and ancillary equipment. It is estimated that approximately 90 percent of the required designs will relate to HM&E systems and 10 percent to submarine antenna and periscope systems.
