COMMERCE BUSINESS DAILY ISSUE OF JUNE 28,1996 PSA#1626Commander, Naval Air Systems Command (Code 2.0), 1421 Jefferson Davis
Hwy, Arlington, Va 22243-5120 L -- SERVICE LIFE ASSESSMENT & EXTENSION POC Contact, Stacy S.
Bostjanick, Phone (703)604-2000 The Naval Air Systems Command intends
to issue an Order under BOA N00019-95-G-0208, for the advance analysis
required for the S-3 Full Scale Fatigue Test (FSFT). Lockheed Martin
Aeronautical System (LMAS) is the designer, developer and sole
manufacturer of the S-3/ES-3 aircraft. LMAS is the only known source
with the expertise and technical data necessary to complete the
analysis. The effort includes the test article selection, preparation
of the test article for delivery, establishment of the fatigue life
baseline of the test article and, using the existing Finite Element
Model and knowledge of the aircraft, loads, the development of a test
loading spectrum and the initial Service Life Extention Program (SLEP)
fatigue analysis to identify any additional critical areas on the
airframe in terms of fatigue/service life. In addition, the effort also
contains analysis of a SLEP kit installation, development of jack loads
from the test loading spectrum, development of aircraft tracking
algorithms based Structural Data Recording Set (SDRS) and individual
fatigue life baselining. See note No. 22 - NAVAIR Synopsis No.
