intends to acquire through the source selection procedures described in
Air Force FAR Supplement Appendix BB, Engineering support of the
electical and avionics systems on various aircraft, primarily on the
C-130 and C-141 weapon systems. The program is disignated as the
ELECTRICAL/AVIONICS SYSTEMS ENGINEERING SUPPORT (EASES) Program. In
accordance with FAR 16.504, the government will endeavor to award
multiple contracts for the same or similar engineering support to at
least three, but no more than five, sources from the one solicitation
unless the government determines, after evaluation of offers, that less
than three offerors are capable of providing service at the level of
quality required. The determination has been made to seaside fifty
percent of the total value of the requirement in each program year for
small business participation. If three or more awards are made, the
government will try and award to at least small businesses. The
government will reserve the right to award to less than two small
businesses if, after evaluation of offers, only one or no small
business offerors are determined capable of providing service at the
level of quality required. The contemplated contracts will include a
basic year with four, one-year, options. The contracts will be
Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. Against these
IDIQ contracts, the government shall issue task ordes to satisfy its
requirements. Except under certain conditions such as urgency or
economy, all task orders will be issued in accordance with a clause
substantially the same as AFFARS clause 5352.216-9001, ''Awarding
Orders Under Multiple Award Contracts'' with Alternate II. Under these
procedures, all awardees will be given an opportunity to be considered
for all orders with a value exceeding $2,500, and only small business
awardees will be considered for task orders that are setaside for small
businesses. The support being sought consists of, but is not limited
to, the following: systems engineerign for modifcation programs,
independent studies and analyses, system independent verification adn
validation (IV&V), engineering support for temporary modification,
engineering support for new production aircraft (e.g. C-130J), and
engineering support for testing programs; or a combination of the
above. Contractors will be required to provide labor, expertise,
management, material, and transportation to support the individual
orders. Government facilities for a limited number of personnel (four
or five) may be available if requested. Selected contractors will be
required to employ qualified engineering and support personnel to
perform the various tasks issued under the contracts. Examples of the
categories of personnel that may be required include the following:
Program managers, system engineers, aerospace engineers, electrical
engineers, industrial engineers, mechanical engineers, software
engineers, test engineers, draftsmen, computer aided design (CAD)
operators, logistic analysts, technical writers, and administrative
assistants. The contractors may be required to employ, from time to
time the assistance of technical experts, e.g., PhD's or Specialists.
A draft Request for Proposal (DRFP) is anticipated being issued on or
before 09 AUGUST 1996. Information on the EASES program will be
available for viewing at the Warner Robins ALC Contracting Home Page at
''http://contracting.robins.af.mil'', on or before 02 JULY 1996. In
keeping with the acquisition reform initiatives, the DRFP will not
include a statement of work. Instead, the DRFP will include a Statement
of Objectives (SOO) and Performance Specification. Each offeror will be
required to develop a Statement of Work to cover the SOO and the
Performance Specification. A Pre-Proposal conference is scheduled for
28 AUGUST 1996 at the Smith Community Center, Robins AFB, GA. Questions
for the Pre-Proposal Conference must be transmitted to the contracting
officer by 16 AUGUST 1996. The official RFP is scheduled for release
by 30 SEPTEMBER 1996. Only written or faxed requests for the DRFP,
