Specialist, Jane B. Kulick (504) 862-2869 The U.S. Army Corps of
Engineers, New Orleans District, is seeking sources to recycle and/or
dispose of solid waste material in a licensed landfill. The material is
stored on Government-owned barges. The contractor will be required to
pick up the loaded barge(s) from a specific location and return the
unloaded barges to the same location. The waste is generated as a
result of demolition of timber guide walls and fender systems at
various navigation locks in the New Orleans District. It is
predominately (estimated 80 - 95% of volume) creosote piling and
timbers. Mixed in (estimated 5 - 20% of volume) will be industrial
waste consisting of metal, wood, paper, and plastic. The material poses
no immediate health or safety hazard. Results of a chemical analysis
(TCLP) of a representative sample will be available from the
Government. The waste material is big, bulky, and requires a crane to
move it. Because the creosote preservative used is a carcinogen, the
material must be disposed of in accordance with federal, state, and
local regulations. The barges are flush deck or bin barges. Typical
dimensions are 30' x 120' x 7'. Volume of waste on each barge is
estimated to vary between 400 and 600 cubic yards. Tonnage of waste on
each barge is estimated to vary between 150 and 300 tons. It is the
Government's goal to conserve and reduce or eliminate the amount of
creosote material disposed of in landfills. The Government is
particularly interested in contractors that will recycle the creosote
timbers and pilings for other uses or develop processes to eliminate
the creosote from the environment by creating new products for their
applications. Interested firms may identify their interest and
capability to satisfy the Government's requirements by responding to
