Contracting Officer, (904)234-4863. The Naval Surface Warfare Center,
Dahlgren Division, Coastal Systems Station, Panama City, Florida,
intends to award a sole source contract to International Hardsuits,
Inc. for the procurement of a Type 4.2000 Launch and Recovery system
which will be used to launch and recover the NEWTSUIT 2000. The
NEWTSUIT 2000 is a highly specialized state of the art atmospheric dive
system (ADS) with flexible joints. The components of the 4.200 launch
and recovery system are: LARS Skid, Umbilical Wench, Umbilical, and
Power Distribution Unit. The newtsuit allows movement at the knee, hip,
and shoulder joints which greatly increases flexibility. Additionally,
it is capable of operating in the mid water and on the bottom. The
U.S. Navy (NAVSEA) has extensive operational and technical expertise in
this field and has determined that this handling system is the only
commercially available handling system which meets the Navys needs to
launch and recover from an ADS. The Navy does not own a technical data
package for the launch and recovery system. International Hardsuits
has all the working experience and interface requirements to
manufacture the required equipment and is the only source qualified to
do so. In addition to the launch and recovery components specified
above, the Navy intends to procure the following option items:
Secondary Recovery Winch, Tether Management System, Tether, Hydraulic
Power Unit, and Control Van. All required equipment will be shipped to
the Coastal Systems Station, Panama City, Florida by no later than one
