Immigration and Naturalization has a requirement for a Simplified
Acquisition. I. This is a combined synopsis/solicitation for a
commercial item prepared in accordance with the Format in FAR Subpart
12.6, supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; written bids are
being requested and a written solicitation will not be issued. II. This
solicitation number HQ-96-30 is issued as an invitation for bid (IFB).
All references to offers are understood to be ''bid''. III. The
solicitation document and incorporated provisions are those in effect
through Federal Acquisitions Circular (FAC) 37. IV. A list of the
contract line item number and item, quantity, and unit of measure
(brand name or equal) are: CLIN 0001. Identix Touch View live-scan
optical platens, quantity (2,000) P/N 439-318. Specifications, plans or
drawings are not available from the Government. V. Delivery and
acceptance: F.O.B. Destination: Immigration and Naturalization Service,
Shipping and Receiving, Attention Code LL-264, 425 I Street, Washington
D.C 20536. VI. FAR 52.212-1, Instructions to Offerors-Commercial Items,
is incorporated by reference and applies to this acquisition. Technical
literature must be included in the bid if offering anything other than
make and model specified to insure technical equivalence. The item is
being procured as spare parts for the exisiting installed base of
equipment which consists of Touch View 555 Single Print Fingerprint
Readers. VII. Evaluation: The Government will award a contract
resulting from this solicitation to the responsible offeror whose bid
conforming to the solicitation will be the most advantageous to the
Government, price and other factors considered. (i) technical
capability of the item/service offered to meet the Government
requirements (ii) price (iii) delivery schedule (200 per month starting
60 days after award. VIII. Offerors shall include a complete copy of
the provision at FAR 52.212-3, Offerors Representations and
Certifications- Commercial Items with its written quotation. IX. FAR
52.212-4. Contract Terms and Conditions- Commercial Items'' applies to
this acquisition and the resulting contract. The following terms and
conditions are added as an addendum to this clause: Type of Contract.
The resulting contract will be a firm -fixed price contract. FAR
