The standard industry code is 3826. Therefore, the small business
standard is 500 employees. The item which may be procured is a
digitally linked and controlled Orientation Imaging and Analysis System
(OIAS) combined/coupled with a Chemical Imaging and Analysis System
(CIAS) to be installed on an existing Leica 360FE Scanning Electron
Microscopy. The digital driver and computational part of this coupled
system must be capable of simultaneously acquiring and analyzing
orientation information as well as chemical information from a single
electron beam spot size 200 by 600 nanometers. Further the system must
be capable of controllling the electron beam position to produce a
beam raster (with a step size of 0.1 micron) over a prescribed area (of
at lest 40 square microns) in less than one hour of time. The
orientation analysis part of the system must be capable of determining
residual strains, texture diagrams and orientation density functions.
The chemical analysis part of the system must be capable of
qualitative analysis of the EDS spectra and X ray mapping. The coupled
system shall be capable of controlling the SEM beam movement,
operating and acquiring data from the two detectors systems
simultaneously, automatically analysis of the orientation and chemical
date in real time and representing the analysis by a variety of
methods including charts, graphs, pole figures, and color graded
imaging. The two detectors of the system must be retractable when the
SEM is operating in the secondary electron imaging mode. Direct all
requests for solicitations and routine communication concerning this
acquisition to Cindy Marion, Contracting Specialist, (513) 257-5197. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
invited to contact ASC's Ombudsman, Mr. Daniel L. Kugel, ASC/SY, Bldg
52, 2475 K. Street. Suite 1, Wright-Patterson AFB OH 5433-7642, at
(513) 255-3855, with serious concerns only. (0179) Loren Data Corp. http://www.ld.com (SYN# 0392 19960628\66-0015.SOL)
