Naval Research invites submission of proposals for unclassified basic
research in the area of algorithms for volume visualization. This
notice constitutes a Broad Agency Announcement (BAA) as contemplated in
FAR 6.102 (d) (2). No request for proposals (RFP), solicitation or
other announcement of this opportunity will be made. This announcement
will be open for one year from date of publication. Proposals may be
submitted any time during this period. Awards may be made at any time
throughout the year and may take the form of contracts, grants, or
cooperative agreements. Proposals received by 30 Sept. 1996 will be
considered for initial funding, proposals submitted thereafter will be
considered subsequently if additional funding is available. Submission
of proposals is not restricted in any way to any particular entity. The
following aspects of volume visualization are of interest: (1) volume
rendering, including all methods for optimizing volume rendering, (2)
volume graphics, including algorithmic methods to replace surface-based
methods with volumetric methods in the rendering pipeline and for other
graphics operations, (3) volume modeling, including methods for
reconstructing and processing objects and scenes volumetrically, and
(4) volume physics, including algorithmic methods to embed information
into volumes and develop physical processes from the embedded
information. Institutions having demonstrated research capabilities in
this area are particularly invited to submit full proposals. Proposals
will be evaluated on the following criteria in order of relative
importance: (1) Overall scientific and technical merit of the research,
(2) The relevance of the proposed research to ONR program priorities
and to Navy requirements, (3) realism of the proposed costs and
availability of funds, (4) The qualifications, capabilities, and
experience of the principal investigator and his or her team, and (5)
The offeror's capabilities, related experience, facilities, techniques
or unique combinations of these which are integral factors for
achieving the proposal objectives. Proposals should be no more than 20
single-sided pages, including figures, with 1 inch margins and 11
point or larger font. Proposals should include on the cover page that
the proposal is submitted in response to this BAA (96-015) and should
include a one page executive summary that clearly indicates what
original research directions will be investigated. The government
reserves the right to limit itself to reading the first 20 pages of any
proposal more than 20 pages in length. An original and 4 copies of the
proposal should be sent to the POC of this announcement. A video of no
more than 5 minutes in length may accompany the proposal. The proposals
will be reviewed by a scientific review. For awards made as contracts,
evaluation of the socio-economic merits of the proposal shall include
the extent of commitment in providing meaningful subcontracting
opportunities for small business, small disadvantaged business,
woman-owned small business concerns, historically black colleges,
universities and minority institutions. This BAA does not commit the
Government to award any grants, cooperative agreements, or contracts
and funding designated for this Program has not been released. All
