A -- COOPERATIVE RESEARCH AND DEVELOPMENT AGGREEMENT (CRDA) FOR HANSCOM ACQUISITION PLANNING AND SOURCE SELECTION (HEAPSS) POC Capt Shawn Caldwell, Point of Contact, 617-377-3184. The Electronic Systems Center (ESC) at Hanscom AFB is seeking to enter into a Cooperative Research and Development Agreement (CRDA) with at least four offerors to enhance our current acquisition planning and source selection processes with more extensive use, application, and integration of automated tools. An additional goal is to work for long term process improvement seeking extensive acquisition streamlining and reduction of resources needed to conduct systems acquisitions. ESC is dedicated to be the leader in electronic source selections (ESS) and has preliminary developmental technical knowledge to share with industry. ESC is seeking collaborators to evolve the Hanscom Electronic Acquisition Planning and Source Selections (HEAPSS) through a mutually beneficial exchange of technical knowledge and development and testing of HEAPSS prototypes. HEAPSS is envisioned to consist of the integration of commercial off-the-shelf software currently available on DoD contracts and use commercial standards. Benefits to collaborative parties include extensive access to ESC's acquisition planning and source selection processes and existing ESS technical developments and technical knowledge. With this knowledge collaborators will have the opportunity to transfer this technology to federal, state, local governments, and to the private sector. ESC expects collaborative parties to examine our systems acquisition processes and develop HEAPSS prototypes over a two to four month period. At the end of the period collaborative parties will deliver a white paper on the ESC systems acquisition process and demonstrate their HEAPSS prototype. ESC currently has requirements and anticipates a big future in ESS throughout the Government. ESC is seeking a fully integrated system to build, coordinate, track, and administer its acquisition planning, RFP generation, and source selection processes. ESC expects the HEAPSS interface will be an intranet or groupware environment. HEAPSS will facilitate building all acquisition planning and RFP documentation. HEAPSS will include automated document collaboration and workflow capabilities along with supporting ESS. ESC is seeking innovative methods to streamline our processes as well as automate them.
