Officer, Joyce Rose. The Impact of the RMA on Russian Military
Affairs--Notice of intent to award a purchase order to the Hudson
Institute for a study entitled Impact of the RMA Russian Military
Affairs''. The research includes four topics: (1) Russian norms
(measures of effectiveness) for many of the new technologies, missions,
and operations covered under Contract Number DASW01-94-C-0075; (2) new
Russian military-scientific theory on the modelling simulation, and
wargaming of the topics covered under the above mentioned contract; (3)
extensive Russian use of new training methods/exercises to validate the
concepts covered by the above mentioned contract; (4) new Russian
weapons systems designed to implement the concepts covered under the
original contract. The research effort requires a highly developed
expertise in analyzing Russian military doctrine with a view to
arriving at central strategic concepts. The study also requires an
established data base of information keyed to such aspects of doctrine
as the nature of future war and the revolutionary impact of emerging
technologies on Russian military are and force structure. A proven
analytic methodology whereby Russian assessments are documented and
validated in terms of discrete facets of military operations;
relationship to current Russian doctrine and capabilities; and
long-term implications for Russian military art and force structure.
The proposed period of performance shall be for eight months.
Contractor must possess a SECRET clearance as access to classified
material is required. There is no solicitation document. Interested
parties may submit a capability statement for satisfying this
