US Department of Commerce/National Oceanic and Atmospheric Administration (NOAA), PGAS, Procurement Operations Division, 1325 East West Highway, Station 4301, Silver Spring, MD 20910-3283

B -- INTERNATIONAL COASTAL AGENDA FOR THE GLOBAL OCEAN OBSERVING SYSTEM SOL 52-DGNC-6-90149 POC Ms. Eleanor Kaul at (301) 713-0823, or by fax at (301) 713-0806, or Mr. Gregory N. Smith. NOAA intends to award a contract to the Horn Point Marine Facility, University of Maryland, for the purpose of developing a document describing an international coastal monitoring system, i.e., a ''coastal agenda.'' The United States agreed, at a recent intergovernmental meeting on the Global Ocean Observing System to undertake this project, which builds on the work done to date by the international Health of the Oceans Panel chaired by Dr. Neil Andersen, Professor, University of Maryland and the recommendations of the Panel with regard to the potential effects of contaminants/analytes on human health. Because of Dr. Andersen's extensive work in the field of chemical contaminants and his familiarity with the operations of each participant, particularly his knowledge of monitoring requirements and capabilities in developing countries, no other organization is believed to be capable of performing the required work in accordance with the established schedule. The U.S. has agreed that a draft document will be available for the next meeting of the Global Ocean Observing System Strategy Sub-Committee in January 1997, with subsequent milestones in early to mid 1997. No solicitation has been prepared or is available. See Note 22. (0179)
