award a contract to the Horn Point Marine Facility, University of
Maryland, for the purpose of developing a document describing an
international coastal monitoring system, i.e., a ''coastal agenda.''
The United States agreed, at a recent intergovernmental meeting on the
Global Ocean Observing System to undertake this project, which builds
on the work done to date by the international Health of the Oceans
Panel chaired by Dr. Neil Andersen, Professor, University of Maryland
and the recommendations of the Panel with regard to the potential
effects of contaminants/analytes on human health. Because of Dr.
Andersen's extensive work in the field of chemical contaminants and his
familiarity with the operations of each participant, particularly his
knowledge of monitoring requirements and capabilities in developing
countries, no other organization is believed to be capable of
performing the required work in accordance with the established
schedule. The U.S. has agreed that a draft document will be available
for the next meeting of the Global Ocean Observing System Strategy
Sub-Committee in January 1997, with subsequent milestones in early to
mid 1997. No solicitation has been prepared or is available. See Note
