The Defense Implications of the Recent & Future Changes in World
Monetary & Financial Systems--Notice of Intent to Award a purchase
order to Yale University, Professor Martin Shubik, for a study
entitled, ``Defense Implications of Recent and Future Changes in the
World Monetary and Financial Systems.'' The research includes events
such as the recent Orange County derivatives default and the Barings
failure. This research requires unique and highly developed skills in
analyzing the new possibilities for unconventional financial warfare.
This entails a unique understanding, not only of the technology that
already exists, but also the changes that are in the pipeline as well
as the adequacy (or inadequacy) of current institutional forms to
handle change. The proposed period of performance shall be for twelve
months. There is no solicitation document. Interested parties may
submit a capability statement for satisfying this requirement. See Note
